However , İt İs better to reuse the functionality of exİstİng systems İn comparİson to rebuilding them. Servİce-oriented technology can support strongly Earth scİences İn thİs context. It İs a practİcal and cost-effectİve solutİon for uniting İnfonnation distributed between applications over operatİng system, platform, and language barrİers that were prevİously İmpassable. Therefore İn the past, solutİons have been created for collectİng, storİng and accessİng data, now İt İs a challenge to effectİvely share data, applİcatİon and processİng resources across many locatİons. In thİs study , a system was developed to access the Earth scİence data that İs avaİlable now and data whİch wİll be comİng onlİne, and to provİde users easy access to computatİon and vİsualİzatİon tools. The maİn goal of thİs study İs to buİld an easy-to-use İnteractİve data access and computatİonal envİronment to study earthquakes İn Turkey .Thİs study also shows how the İmpoftance oflnformatİon Technology İn Earth scİences has an outstandİng rİse. Chapter 1 İntroduces the background to the research and gİves an overall revİew of current Web-GIS applcations in Earth scİences İn the world, and then gives the thesİs objectİves. Chapter 1 also İntroduces background knowledge of the plate tectonic settİng in Turkey and earthquake activities; briefly describes the plate tectonics theory; and finally gives a detaİled İntroductİon to the motİvation of the study İncluding definİtİon of the problem. Chapter 2 presents the detaİled İnfonnatİon about the case study whİch İs a straİn analysİs tool for seİsmİc hazard assesment. Its main features, principle, functİons, structure, and maİn algorİthms of the programs are descrİbed İn detaİl. Chapter 3 İs about the implementation of the system. Whİch steps were taken specİfically , whİch resources of information technology , and how they were used are mentioned. It exp\ains how thİs system is able to solve the related problem. It also İntroduces data used İn the study and the data storage. Chapter 4 expresses the outputs of the study .The benefits at the levels of decİsİon makİng and scİentİfic are dİvİded İnto seperate tİtles and explaİned. Chapter 5 summarİzes the thesİs wİth conclusİons and recommendatİons for future works.

Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.

Virtually all the scientific questions associated with this challenge depend on geospatial information (geoinformation) and on the ability of scientists, working individually and in groups, to interact with that information in flexible and increasingly complex ways. Another grand challenge is how to respond to calamities-terrorist activities, other human-induced crises, and natural disasters. Much of the information that underpins emergency preparedness, response, recovery, and mitigation is geospatial in nature. In terrorist situations, for example, origins and destinations of phone calls and e-mail messages, travel patterns of individuals, dispersal patterns of airborne chemicals, assessment of places at risk, and the allocation of resources all involve geospatial information. Much of the work addressing environment- and emergency-related concerns will depend on how productively humans are able to integrate, distill, and correlate a wide range of seemingly unrelated information. In addition to critical advances in location-aware computing, databases, and data mining methods, advances in the human-computer interface will couple new computational capabilities with human cognitive capabilities. This report outlines an interdisciplinary research roadmap at the intersection of computer science and geospatial information science. The report was developed by a committee convened by the Computer Science and Telecommunications Board of the National Research Council.
