Although some progress has been made toward achieving this ambitious goal, major challenges remain if the region is to realize the necessary macroeconomic convergence and establish the required institutional framework in a relatively short period of time. The proposed union offers many potential benefits, especially for countries with historically high inflation rates and weak central banks. But, as implementation of the euro over the past two decades has shown, folding multiple currencies, representing disparate economies, into a common union comes with significant costs, along with operational challenges and transitional risks. All these potential negatives must be considered carefully by ECOWAS leaders seeking tomeet a self-imposed deadline. Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.

Africa’s Lions examines the economic growth experiences of six fast growing and/or economically dominant African countries. Expert African researchers offer unique perspectives into the challenges and issues in Ethiopia, Ghana, Kenya, Mozambique, Nigeria, and South Africa. Despite a growing body of research on African economies, very little has focused on the relationship between economic growth and employment outcomes at the detailed country level. A lack of empirical data has deprived policymakers of a robust evidence base on which to make informed decisions. By harnessing country-level household, firm, and national accounts data together with existing analytical country research—the authors have attempted to bridge this gap. The growth of the global working-age population to 2030 will be driven primarily by Africa, which means that the relationship between growth and employment should be understood within the context of each country’s projected demographic challenge and the associated implications for employment growth. A better understanding of the structure of each country’s workforce and the resulting implications for human capital development, the vulnerably employed, and the working poor, will be critical to informing the development policy agenda. As a group, the six countries profiled in Africa’s Lions will largely shape the continent's future. In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. Specifically, it examines the nexus between national politics in The Gambia and inter-state cooperation in Senegambia; that is, the impact and implications of politics in The Gambia on the process of cooperation with Senegal in functional areas. The Senegambia case is a microcosm of the African dilemma of reconciling the ideological imperative of African unity and regional integration, recently enshrined in the Constitutive Act of the African Union, and the primordial reality of protecting national statehood and particularistic interests. The experience is instructive in many ways. It is indicative of the problems that arise in any scheme to promote integration between countries with distinctly different colonial heritages. The Senegambia case demonstrates that integration is more problematic after statehood has been achieved, if only because the rewards of statehood are more immediate whereas those of integration and unity are more distant. Then also this case demonstrates that integration can be perceived as a threat to national sovereignty by one or both parties; in fact, sovereignty is often very fragile in these states and is jealously guarded. Finally, the experience reveals the complexities and intricacies of achieving union between African states and demonstrates the tension between constructing a national political state and responding to the demands of inter-national economic integration.
