Translating policies, investments, or built infrastructure-reshaping mandates into real and sustained local impact that incorporates accountability and culture change will require hands-on work. Adaptive societal responses to climate change will succeed or fail based on the attitudes, behaviors, social cohesion and capital, organizational and emotional strengths, and collective impact and input of all stakeholders. To consider how to integrate, align, and converge the broad mix of social, behavioral, and cognitive sciences to produce new insights and inform efforts for enhanced human responses to environmental change, Board on Environmental Change and Society of the National Academies of Sciences, Engineering and Medicine convened this 2023 workshop, entitled Committee on Integrating the Human Sciences to Scale Societal Responses to Environmental Change: A Workshop. The workshop was intended to investigate ways to accelerate and deepen conversations within the social sciences and to focus on synthesis, especially for the purpose of increasing community capacity to understand and effectively respond to climate change-induced environmental changes - at scales ranging from the individual to the household to the community, and all the way up to the level of state and international governance. This publication summarizes the presentations and discussion of the workshop.

Book excerpt: The U.S. Global Change Research Program (USGCRP) was established in 1990 to "assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change."1 A key responsibility for the program is to conduct National Climate Assessments (NCAs) every 4 years.2 These assessments are intended to inform the nation about "observed changes in climate, the current status of the climate, and anticipated trends for the future." The USGCRP hopes that government entities from federal agencies to small municipalities, citizens, communities, and businesses will rely on these assessments of climate- related risks for planning and decision-making. The third NCA (NCA3) was published in 2014 and work on the fourth is beginning. The USGCRP asked the Board on Environmental Change and Society of the National Academies of Sciences, Engineering, and Medicine to conduct a workshop to explore ways to frame the NCA4 and subsequent NCA reports in terms of risks to society. The workshop was intended to collect experienced views on how to characterize and communicate information about climate-related hazards, risks, and opportunities that will support decision makers in their efforts to reduce greenhouse gas emissions, reduce vulnerability to likely changes in climate, and increase resilience to those changes. Characterizing Risk in Climate Change Assessments summarizes the presentations and discussions from the workshop.

Book excerpt: The research of the last decade has demonstrated that ecosystems and human systems are influenced by multiple factors, including climate, land use, and the by-products of resource use. Understanding the net impact of a suite of simultaneously occurring environmental changes is essential for developing effective response strategies. Using case studies on drought and a wide range of atmosphere-ecosystem interactions, a workshop was held in September 2005 to gather different perspectives on multiple stress scenarios. The overarching lesson of the workshop is that society will require new and improved strategies for coping with multiple stresses and their impacts on natural socioeconomic systems. Improved communication among stakeholders; increased observations (especially at regional scales); improved model and information systems; and increased infrastructure to provide better environmental monitoring, vulnerability assessment, and response analysis are all important parts of moving toward better understanding of and response to situations involving multiple stresses. During the workshop, seven near-term opportunities for research and infrastructure that could help advance understanding of multiple stresses were also identified.

The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

Wilson set forth the idea that integrating knowledge and insights from across the spectrum of human study -- the humanities, social science, and natural sciences -- is the key to solving complex environmental and social problems. Experiments in Consilience tells the unique story of a pathbreaking effort to apply this theoretical construct in a real-world setting. The book describes the work of the Biodiversity Research Network, a team of experts from the United States and Canada brought together to build interdisciplinary connections and stimulate an exchange of expertise. Team members sought to understand the ecology and population dynamics of key species in particular ecosystems, to understand the impact of human populations on those species and ecosystems, and to develop tools and processes for involving a greater variety of stakeholders in conservation efforts. In order to keep the experiment grounded, the network focused on a single type of conservation planning workshop run by a single organization -- the Population and Habitat Viability Assessment Workshop (PHVA) of the IUCN-sponsored Conservation Breeding Specialist Group (CBSG). The book combines sections on the theoretical underpinnings of relevant concepts in population biology, simulation modeling, and social science with detailed descriptions of six PHVA workshops conducted on different species across four continents. A concluding chapter examines the lessons learned, which have application to both theory and practice, including reflections on interdisciplinarity, integrated risk assessment, and future directions for research and action. Through the combination of theory and application, combined with frank discussions of what the research network learned -- including both successes and failures -- the book offers fresh ideas on how to improve on-the-ground conservation decisionmaking. Experiments in Consilience offers a one-of-a-kind overview and introduction to the challenges of cross-disciplinary analysis as well as cross-functional, cross-disciplinary and cross-sectoral action. This book assesses the available knowledge on the many issues that society has to face, including the international decision-making framework; applicability to climate change of techniques for assessing costs and benefits; the significant social costs of projected climate change; and the economic assessment of policy instruments to combat climate change, nationally and internationally. Some important conclusions of this Second Assessment Report indicate that 10 to 30% of greenhouse gas emissions in most countries can be reduced at negative or zero cost - 'no regrets' measures. Also, the literature indicates that climate change will cause aggregate net damage, which provides an economic rationale for going beyond 'no regrets' measures. It also indicates that a portfolio of mitigation, adaptation and research measures is a sound strategy for addressing climate change given the remaining uncertainties. This report speaks directly to the issues that are faced by the many countries committed to limit emissions of greenhouse gases by the year 2000, and currently negotiating actions to be taken beyond that date. Will be of great value to the international community of policymakers interested in the consequences of climate change, as well as to economists, social and natural scientists.
