Book excerpt: At COP28 countries recognized that unprecedented adverse climate impacts are increasingly threatening the resilience of agriculture and food systems and ability to produce and access food in the prevailing scenario of mounting hunger, malnutrition, and economic stresses. As a result, over 150 countries have signed the Declaration On Sustainable Agriculture, Resilient Food Sys tems, And Climate Action committing to expedite the integration of agriculture and food systems into climate action and, simultaneously, to mainstream climate action across our policy agendas and actions related to agriculture and food systems (United Nations Framework Convention on Climate Change (UNFCCC), 2023). Currently, there is no concrete framework and approach available at the country level on how to support this integration process. Thus, in this paper, we are proposing a conceptual framework to undertake such an integration analysis of key national level climate change related and agri culture policy documents. Using Tajikistan as a case study, we identify synergies and existing gaps and provide recommendations on strengthening sectoral integration to achieve climate change goals. In the year 2022, 55 percent (402 million) of the people in the world affected by hunger, were living in Asia. During the COVID-19 pandemic, the number of people who could not afford a healthy diet increased globally, and significantly in Asia. Unemployment, high incidence of climate shocks, poverty, income inequality, food price inflation, and the decline in foreign currency re serves have engendered the lack of affordability healthy diet (Food and Agriculture Organization (FAO) et al 2023).

Book excerpt: Central Asia is highly vulnerable to climate change threats, which have negatively impacted both humans and wildlife. Tajikistan, one of the least urbanized countries in the region, is prone to natural disasters, disruptions in rainfall, growing temperatures, reductions in glacial cover, and extreme weather events (Zoï Environment Network 2020; Green Climate Fund [GCF] 2020). The Government of the Republic of Tajikistan acknowledges the problems and risks posed by climate change and is working toward ad dressing them to meet the United Nations (UN) Sustainable Development Goals (SDGs) focused on climate change and environmental concerns. One critical step in this direction is the submission of its updated Nationally Determined Contributions (NDCs) in 2021, which states the country’s proposed efforts to support sustainable and efficient development, taking into consideration climate change, environmental, and socioeconomic challenges for the period 2020–2030 (Government of the Republic of Tajikistan 2021). Weak institutional capacity and lack of efficient vertical and horizontal coordination between multiple stakeholders could undermine the possibility of undertaking integrated climate change actions, how ever. Thus, given the interconnected and multistakeholder nature of climate change issues, the first step is to identify all relevant stakeholders. This effort must be accompanied by an understanding of how the country’s multisectoral climate change issues are being addressed through the policy system and national and regional institutions and how development partners support these efforts (Clar and Steurer 2019). In this paper, we map institutions, stakeholders, and relevant policies that support NDC implementation in Tajikistan and understand their specific roles and responsibilities and related interlinkages. The key impact objective of this paper is to create a knowledge product that helps strengthen vertical and horizontal coordination between institutions working on climate change issues in Tajikistan.

Agriculture and energy sectors are the highest emitters of greenhouse gases. The Government of the Republic of Tajikistan acknowledges the problems and risks posed by climate change and is working to address them. One critical step is the submission of the updated Nationally Determined Contributions (NDCs) in 2021, which proposes efforts to support sustainable and efficient development, taking into consideration climate change and related environmental and socioeconomic challenges for the period 2020–2030. An NDC Implementation Plan was developed last year, which presents the key steps to be taken and the implementation period for each. The Committee for Environmental Protection under the Government of the Republic of Tajikistan (CEP) is the authorized policymaking and coordination body for climate change related activities and has created an NDC Secretariat for administrative and stakeholder engagement support. Some of the main challenges in efficiently adopting climate change measures include legal and institutional obstacles and lack of sufficient and appropriate technical capacity in the country.

Book excerpt: Tajikistan experienced strong annual economic growth of 6.8 percent during the 2011 to 2020 period (TAJSTAT 2020). This has translated into improved living standards, with the national poverty rate falling from 53.1 percent in 2007 to 26.3 percent in 2019 (World Bank 2023a). The global COVID-19 pandemic caused a significant slowdown in economic growth in 2020, but the economy rebounded in 2021. However, as a country heavily reliant on wheat and fuel imports, Tajikistan was severely affected by the Russia-Ukraine war that started in 2022, and more recently by the global recession in 2023 (Arndt et al. 2023; Diao and Thurlow 2023). Private remittances are the largest source of foreign exchange, accounting for nearly one-third of Tajikistan’s GDP and more than 40 percent of total foreign inflows. Russia is the most important destination for Tajikistan’s emigrants working abroad, and the ongoing war will continue to affect movement of people and inflows of remittances. Tajikistan’s GDP growth is projected to be 6.5 percent in 2023 and 5.0 percent in 2024 (World Bank 2023b), below its pre-pandemic growth trajectory

Coronavirus (COVID-19) disruptions amplified the latter and highlighted the need for more constructive relationships between public policy and the private sector, not only to respond to imminent challenges brought by the current crisis, but also to implement longer-term solutions for resilient development. This report reviews key issues characterizing the agrifood sector in Tajikistan (Chapter 1), assesses how the agrifood sector fared in the face of COVID-19 (Chapter 2), and discusses key findings regarding agricultural public expenditure policies (Chapter 3). Chapter 4 presents recommendations for building a better future.

Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The paper (a) emphasizes the importance of bringing agrifood systems into the global adaptation agenda and policy landscape; (b) creates a cross-sectoral portfolio of FAO adaptation solutions covering multiple scales and approaches; (c) gives an insight into FAO's work with partners and Members and presents relevant networks and collaborations. Laying out FAO’s guiding principles according to the FAO Strategy on Climate Change 2022–2031, it underscores FAO’s efforts for transformative action in agrifood systems and demonstrates FAO's people-centered approach to climate change adaptation.

Book excerpt: This paper discusses how adapting food production systems to respond to consumer demand for healthier diets is a major opportunity to mitigate and adapt to climate change in agro-rural economies. It also addresses how existing technological solutions for climate change mitigation and adaptation need to create more balance between the production and consumption tiers of agrifood systems. Policy dialogue includes managing trade-offs between different sector and stakeholder interests and exploring synergies rather than focusing on exclusivity and competition. This requires a new framework that goes beyond sector-specific policy development. Political economy issues compound the outcome of evidence-based policy dialogue results. For example, political motivation for exporting protein-rich foods may lead to negative impacts on local food sovereignty and food production for local markets. In this regard, the use of concrete policy dialogue tools (food-based dietary guidelines, land use planning and discussions on a protein production strategy) can facilitate a more interactive policy process. The study responds to the urgent need for climate adaptation, as highlighted in the World Bank’s “Turn Down the Heat” report. Notably, the South Caucasus is already contending with increasing aridity and more frequent extreme weather events (e.g. severe droughts, floods and hailstorms). It presents practical solutions for a more climate smart agriculture, at the regional, national and agro-ecological zone level in each country. The recommendations offered in this book are a compilation of the results of the three national studies, and highlight the need and potential for regional collaborative action to increase benefits, while also continuing to emphasize the need for an effective response at the national level. The national level results are supported by country reports, which provide more details. This work is but an important beginning. To achieve the goals of climate resilience in the agriculture sector, more work is needed to translate the proposals into reality. The analysis demonstrates that investments in irrigation infrastructure and on-farm technologies have great potential to raise agricultural productivity and improve the climate resilience of the sector. Demand-side agricultural water management will have high short-term payoffs, and these short-term payoffs are complementary to the success of long- term irrigation, drainage and other infrastructure investments. Strengthening the disaster risk management strategies (beyond agricultural measures) are also needed to help mitigate household risks from extreme events, especially for the poorest, who are the most vulnerable.
