Book excerpt: This book presents some of the results from the second stage of lEA's study of Computers in Education (CompEd). lEA, the International Association for the Evaluation of Educational Achievement, conducts international comparative studies focussing on educational achievement, practices, and policies in various countries and education systems around the world. It has a Secretariat located in Amsterdam, the Netherlands. lEA studies have reported on a wide range of topics, each contributing to a deeper understanding of educational processes. The CompEd study is a project that sheds light on the way computers have been introduced in education and on how they are being used across the world today. The study proceeded in two stages with data collected for stage 1 in 1989 and for stage 2 in 1992. Results from both stages have been published in a variety of publications. This book reports about a special part of the study. Student achievement and school processes come into being in the context of the structure and the policies of national (or regional) education systems. The variety found in the CompEd results led us to ask how much might be explained by differences in these national or regional contexts. That is the reason the CompEd study took the initiative to invite the countries participating in the study, as well as some other countries that have had interesting developments in the domain of educational computers, to write a chapter describing their policies and practices regarding computers in education.

Education traditionally lacks behind the latest developments in this subject area. Therefore it is necessary to consider updating education regularly. The NATO Advanced Research Workshop "Integrating Advanced Technology into Technology Education" discussed necessary changes in technology education caused by new developments in technology. It was held in Eindhoven, The Netherlands, October 9-12, 1990. Our impression is that there was a fruitful interaction between educationalists, policy makers, and industrialists. These groups all have their own way of approaching technology education and the conference gave them an opportunity for sharing ideas that come from these various approaches. While we have teacher training to train teachers to use IT confidently and effectively in classroom, we should also teach our students to learn independently with the help of IT. In order to achieve the goal, we should develop some strategies to help our students to attain necessary IT skills. Most teachers think that it is the responsibility of the computer panel. Students are expected to be trained in the computer lessons and then apply their IT knowledge to other subjects. However, having attained certain IT skills does not mean those students can use IT to learn. It is better to train the students IT skills in subject context. So cooperation of different subjects is necessary. In this project a plan to coordinate different subjects in using IT in teaching will be formulated and the plan will be tried out in my school (a Government subsidized secondary school). The plan will only involve teachers and students in lower forms (S.1 to S.3). In this project the following areas will be discussed: The modification of the curriculum of Computer Literacy in lower forms, the cooperation between computer panel and other panels, teaching schedule and teaching plans of lessons using IT in different subjects and the evaluation of the effectiveness of the plan. Since not all the topics are suitable for using IT to learn, we should first choose some suitable topics from different subjects. Then we should identify the IT skills needed for these topics. Finally, we design projects on these topics. The Computer panel will be responsible for teaching students the relevant IT skills and other subject panels are responsible for providing the subject information for the project. For example, Sketchpad is a good software for demonstrating and exploring theories of Geometry. Instead of teaching Sketchpad in Mathematics lesson, it can be taught in computer Literacy. The students can then learn the software with hands-on exercise in computer room rather than watching the demonstration shown by the teacher in normal classroom. Furthermore, it saves mathematics teachers' time teaching software during lesson.
