[...] The audience for this briefing note is the Ministry of Water and Environment responsible for water management and climate change planning in Uganda, as well as other government and non-government actors supporting the mainstreaming of climate adaptation in catchment management plans and participating in Uganda's NAP process. [...] The aim of deconcentrated management is to move the functions closer to stakeholders and communities, which helps to focus on the real problems on the ground, improve the analytical underpinnings of projects, and provide opportunity for stakeholders to participate in the development of plans and implementation of projects (Directorate of Water Resources Management, 2017a). [...] The mainstreaming of climate change in catchment management plans is a priority for the Ministry of Water and Environment, and the development of climate risk assessments and integration of adaptation actions in catchment management plans is underway including in the Maziba, Mpanga, and Ruhenzamyenda plans (Africa4Climate, 2017; Mehdi, et al., 2019; Lake Victoria Basin Committee, 2018). [...] These priorities and actions are based on process to integrate climate risks into the Uganda National Climate Change Policy (Ministry of Water national development planning and and Environment, 2015b) and reflect the content of Uganda programs and identify medium- and long- Vision 2040 (Government of Uganda, 2013) and the country's term adaptation needs (see Box 1).

Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

The ability to cope with climate change has been shown internationally to depend on appropriate institutional frameworks at this level. However to this point climate change has invariably either been given a high priority as a regional issue and then not specifically included in developing catchment plans, or has been ignored even though water allocation issues are acknowledged as being highly important. In Australia, the relationship between water allocation and climate issues has recently gained prominence with the severity of the drought nationally and its effect on regional water security. In order for planners to determine the best way to develop management strategies to cope with gradual climate change impacts, as well as the more dramatic future climate events, it is necessary to understand how people react in terms of what is important to them and how they are likely to respond to climate impacts. The study outlined in this report used a participatory approach to develop a simple planning tool to analyse the impacts of and responses to global climate change in rural catchments. To achieve this, research was undertaken in two distinct catchments, the Murrumbidgee (New South Wales) and the Avon (Western Australia). The Murrumbidgee supports a large irrigation industry and regulated uses while the Avon is predominantly dryland farming. This report firstly provides a brief summary of the methodology of the adaptive study and the key lessons learnt that influenced the design of the catchment management planning tool. It then details the Deliberative Process in a simple “how to do” format.

Because climate change affects poorer countries and vulnerable populations the most, the World Bank strives to mainstream climate change considerations into its operations to inform investment and water resources management decisions. Although no standard method has been adopted yet by the Bank, common practice used downscaled projected precipitation and temperature from Global Climate Models (GCMs), as input to hydrologic models. While this has been useful in some applications, they often give too wide a dispersion of readings to provide useful guidance for site-specific water resources management and infrastructure planning and design. Rather than design for an uncertain situation selected a priori, the so-called “bottom-up” approaches explore the sensitivity of a chosen project to the effects of uncertainties caused by climate change. This book summarizes alternatives explored by a group of organizations (such as the U.S. Corps of Engineers, Conservation International, the University of Massachusetts and the Bank) all belonging to the Alliance for Global Water Adaptation (AGWA), to provide practitioners with the tools to adapt to the realities of climate change by following a decision-making process that incorporates bottom-up thinking.
