Book excerpt: As entrenched bureaucracies, military organizations might reasonably be expected to be especially resistant to reform and favor only limited, incremental adjustments. Yet, since 1945, the U.S. Army has rewritten its capstone doctrine manual, Operations, fourteen times. While some modifications have been incremental, collectively they reflect a significant evolution in how the Army approaches warfare—making the U.S. Army a crucial and unique case of a modern land power that is capable of change. So what accounts for this anomaly? What institutional processes have professional officers developed over time to escape bureaucracies' iron cage? Forging the Sword conducts a comparative historical process-tracing of doctrinal reform in the U.S. Army. The findings suggest that there are unaccounted-for institutional facilitators of change within military organizations. Thus, it argues that change in military organizations requires "incubators," designated subunits established outside the normal bureaucratic hierarchy, and "advocacy networks" championing new concepts. Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. This injection makes changes elites would have otherwise rejected a contagious narrative.

Book excerpt: Explosive Ordnance Disposal (EOD) personnel are some of the most highly trained people in the military, with a job description that spans defusing unexploded ordnance to protecting VIP’s and state dignitaries. EOD are also one of the first military groups to work with robots every day. These robots have become an increasingly important tool in EOD work, enabling people to work at safer distances in many dangerous situations. Based on exploratory research investigating interactions between EOD personnel and the robots they use, this study richly describes the nuances of these reciprocal influences, especially those related to operator emotion associated with the robots. In particular, this book examines the activities, processes and contexts that influence or constrain everyday EOD human-robot interactions, what human factors are shaping the (robotic) technology and how people and culture are being changed by using it. The findings from this research have implications for future personnel training, and the refinement of robot design considerations for many fields that rely on critical small group communication and decision-making skills.

In response to these threats, the U.S. Army and other Department of Defense (DoD) organizations have invested significantly in counter-sUAS technologies, often focusing on detecting radio frequency transmissions by sUASs and/or their operators, and jamming the radio frequency command and control links and Global Positioning System signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency command and control links by using automated target recognition and tracking, obstacle avoidance, and other software-enabled capabilities. The U.S. Army tasked the National Academies of Sciences, Engineering, and Medicine to conduct a study to address the above concerns. In particular, the committee was asked to assess the sUAS threat, particularly when massed and collaborating; assess current capabilities of battalion-and- below infantry units to counter sUASs; identify counter-sUAS technologies appropriate for near- term, mid-term, and far-term science and technology investment; consider human factors and logistics; and determine if the Department of Homeland Security could benefit from DoD efforts. Based on the time and resources that were available, the research focused on armored fighting vehicles, helicopters, rocket and cannon artillery, and various logistics platforms. The armies that were selected for the comparisons included U.S. allies as well as potential future opponents. The organizing principle for the research was the Army's warfighting functions. These functions include movement and maneuver (air and ground), intelligence, fires (indirect), sustainment, mission command, and protection. The comparison of the Army's systems with their foreign counterparts was performed within this framework. The primary data used to develop comparisons were the on-the-record attributes of a system, such as the range of weapons and the munitions they fire, weight and protection levels of vehicles, carrying capacity of vehicles either in terms of numbers of personnel or cargo, and range and payload characteristics of helicopters. In addition to performing direct system-to-system comparisons, the research was able to identify crosscutting insights and issues that spanned several of the warfighting functions.
