Book excerpt: This paper summarizes the nuclear explosive hazard assessment activities performed to support the US Department of Energy (DOE) Stockpile Stewardship (SS-21) Integrated Safety or ''Seamless Safety'' program. Past practice within the DOE Complex dictated the use of a significant number of post-design/ fabrication safety reviews to analyze the safety associated with operations on nuclear explosives and to answer safety questions. These practices have focused on reviewing-in or auditing-in safety vs incorporating safety in the design process. SS-21 was proposed by the DOE as an avenue to develop a program to ''integrate established, recognized, verifiable safety criteria into the process at the design stage rather than continuing the reliance on reviews, evaluations and audits.'' The cornerstone of the SS-21 design process is the hazard assessment, which is performed concurrently with process and tooling design. The hazard assessment is used as the key management tool to guide overall risk management associated with the nuclear explosive activity through supporting risk-based decisions made with respect to process design.

Available in PDF, EPUB and Kindle. Book excerpt: Most current U.S. nuclear warheads were built in the 1970s and 1980s and are being retained longer than was planned. Yet they deteriorate and must be maintained. To correct problems, a Life Extension Program (LEP), part of a larger Stockpile Stewardship Program (SSP), replaces components. Modifying some components would require a nuclear test, but the United States has observed a test moratorium since 1992. Congress and the Administration prefer to avoid a return to testing, so LEP rebuilds these components as closely as possible to original specifications. With this approach, the Secretaries of Defense and Energy have certified stockpile safety and reliability for the past 12 years without nuclear testing. NNSA argues it will become harder to certify current warheads with LEP because small changes may undermine confidence in warheads, perhaps leading to nuclear testing, whereas new-design replacement warheads created by the RRW program will be easier to certify without testing. Critics believe LEP and SSP can maintain the stockpile indefinitely. They worry that untested RRWs may make testing more likely and question cost savings, given high investment cost. They note that there are no military requirements for new weapons. Others feel that neither LEP nor RRW can provide high confidence over the long term, and would resume testing. Another point of view is that either LEP or RRW will work without nuclear testing. This report provides background and tracks legislation. It will be updated to reflect final FY2010 congressional action on RRW. He also emphasized both the long-term goal of eliminating nuclear weapons and the requirement that the United States have modern, flexible, and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world.The United States remains committed to its efforts in support of the ultimate global elimination of nuclear, biological, and chemical weapons. It has reduced the nuclear stockpile by over 85 percent since the height of the Cold War and deployed no new nuclear capabilities for over two decades. Nevertheless, global threat conditions have worsened markedly since the most recent 2010 NPR, including increasingly explicit nuclear threats from potential adversaries. The United States now faces a more diverse and advanced nuclear-threat environment than ever before, with considerable dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems.

During the Cold War, however, con- tions were not conducive to discussing a complete ban on nuclear testing. It was not until 1993 that negotiations on such a treaty finally got under way. From then on, things moved relatively quickly: in 1996, the United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT). To date, the Treaty has been signed by 178 states and ratified by 144, though it has yet to enter into force, as nine out of 44 ‘‘Annex 2 states’’, whose ratification is mandatory, have not heeded the call. Nevertheless, the CTBT verification system is already provisionally operational and has proven its effectiveness. We commend the CTBT organisation in Vienna for its successful efforts to build a verification network. This book is an excellent overview of the evolution of the CTBT and its verification regime. The authors are eminent scholars from the Netherlands, Norway and Sweden who have been intimately involved with the CTBT and its verification agency, the CTBTO Preparatory Commission, from their inc- tion to the present day. They have written a thorough and engaging narrative of the long road that led to the CTBT. Their story will appeal to both the layman and the expert and provide useful lessons for future negotiations on disarmament issues.
