Book excerpt: The research project CuveWaters developed and implemented adapted technologies and accompanying measures to support the national process towards an Integrated Water Resources Management (IWRM). The aim is to give people in the Cuvelai-Etosha Basin reliable access to clean water over the long term, thus enhancing their livelihood and health, and to create job opportunities. IWRM relies on solutions that use various sources, types and qualities of water for different purposes. CuveWaters implemented pilot plants for rain- and floodwater harvesting, groundwater desalination, as well as facilities for sanitation and water reuse. Technical components of the project were framed by societal and scientific components. Integrated Water Resources Management in Water-scarce Regions provides a comprehensive view on the complexity and interconnectedness of findings and conclusions regarding the principle strategic approach within the CuveWaters project’s concept. The book aims to present the work of technical, social and natural scientists but also of media professionals: It gives thematically focussed details on the three technology-based solutions which go beyond mere technical considerations and embed this into the overarching process towards IWRM in Namibia. Finally, it critically addresses lessons learnt and limits of projects in the context of research for implementation. This book is of great value to experts, professionals and also students and academics in the areas of water management, technology development and implementation and transdisciplinary science.

For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals. This book was published as a special issue of the International Journal of Water Resources Development.

Based along the Tennessee River and its series of hydro-electric power stations, dams and reservoirs, the TVA development program envisioned a broad regional planning program. The program focused on development opportunities and problems around the array of TVA dams and their reservoirs. It also created new 'model' towns and pioneered land-use planning bringing together federal, state, and local agencies, farmers, foresters and industrial firms to further the economic, social, and physical conditions of what had been one of the most seriously lagging regions of the U.S. This book is based on the memoirs and experiences of Aelred J. Gray, former planner with the TVA, who saw the 'big picture' and introduced much of the pioneering work of the agency. Gray worked as a staff planner at the TVA for nearly 40 years including a decade as its chief planner, overseeing numerous changes and developments to the Authority's program. As well as building up the regional industrial development and the foundation of state parks, he also had a strong interest in the region's cities. In the 1950s he introduced TVA's landmark Flood Prevention Program, which became a national model. His review of how this innovative and influential regional development agency functioned and changed through the decades will be of value to all those interested in planning practice, planning history, and regional politics.
