The need for improved standards of living and access to better infrastructure which are seen as crucial issues in addressing poverty have necessitated the introduction of Integrated Development Planning (IDP). The IDP looks at the economic and social development of the area as a whole. It aims to coordinate the work of the local government in a coherent plan to improve the quality of life for all the people living in the community. In view of that, there is a need for proper planning and implementation of projects, as well as monitoring and assessment of success on the part of local government in order to help to eliminate poverty. In this book I investigated the implementation of IDP as a mechanism to alleviate poverty in Port Elizabeth in the Nelson Mandela Bay Metropolitan Municipality (NMBMM). As the implementation of IDP in NMBMM appears to have formidable challenges and the extensive nature of the geographical area of Port Elizabeth, the research study focused exclusively on Motherwell and KwaZakhele.

Book excerpt: This book provides an extensive review of three interrelated issues: land fragmentation, land consolidation, and land reallocation, and it presents in detail the theoretical background, design, development and application of a prototype integrated planning and decision support system for land consolidation. The system integrates geographic information systems (GIS) and artificial intelligence techniques including expert systems (ES) and genetic algorithms (GAs) with multi-criteria decision methods (MCDM), both multi-attribute (MADM) and multi-objective (MODM). The system is based on four modules for measuring land fragmentation; automatically generating alternative land redistribution plans; evaluating those plans; and automatically designing the land partitioning plan. The presented research provides a new scientific framework for land-consolidation planning both in terms of theory and practice, by presenting new findings and by developing better tools and methods embedded in an integrated GIS environment. Book excerpt: In order to eradicate the legacy of the past, the South African democratic government adopted a developmental approach to local government. This necessitated a commitment on the part of local government, through the Integrated Development Plan(IDP) in facilitating community participation thus ensuring a transformation in the livelihoods of the public. The current study of women empowerment through participation in the IDP processes of Ncera & Ngqele villages in Alice has shown that women participation in the IDP is resulting in empowerment, although the empowerment is not widely noticeable & also since empowerment is a continuous process it cannot be realized within a short time space. The study found out that IDP like any other developmental policy is still dominated by man & is elite driven. In addition lack of resources, there is lack of capacitation building & time has been conceived to be also a challenge to participation. The study concluded that empowerment seems to be occurring in the two rural areas, but a lot still needs to be done to ensure that the participatory spheres becomes gender sensitive & equal participation in all the phases of the IDP process is guaranteed.

Planning for integrated buffer zones is important to conserve national parks, nature reserves, threatened habitats, other ecologically sensitive areas and heritage sites. This book begins with an examination of the role and nature of planning. It identifies the main types of planning problems and details a 'model' planning process that can be usefully applied to resolve them. Several theoretical and practical approaches to buffering environmentally sensitive areas are evaluated and a classification of existing approaches is detailed. Case studies are included to illustrate and test some of these approaches. The book concludes by recommending that integrated buffer zone planning should become a standard tool in real-life environmental planning and management. To facilitate this, an innovative approach to the design and implementation of integrated buffers is offered, including a step-by-step planning guide.
