Book excerpt: Alternative development standards would encourage development patterns which are more affordable, discourage sprawl, are environmentally responsive, support transit, reduce automobile dependency, and create more liveable communities. This report considers development standards at two scales: local and regional, with a focus on the latter. It begins with discussion of why alternate standards are needed and a literature review of the current state of development standards and related initiatives. It then presents case studies of four urban centres chosen to explore existing development standards, explore the relationship to urban form, and assess the current status of regional and local development standards in North America. Finally, it illustrates a new approach to applying development standards, using a fictitious community that portrays a fabric of rural concession roads, natural water features, and an existing village. Before and after plans illustrate the evolution of this community, planned according to an integrated approach.

It specifically looks at the application of one branch of systems science, called system dynamics, to develop conceptual models of small-scale communities and address specific issues they might be facing at different scales. A systems approach recognizes that, by definition, communities are complex adaptive systems consisting of multiple subsystems and parts (e.g., individuals, institutions, and infrastructure) that are interconnected, driven by some purpose, follow certain rules, and interact with each other and with their surrounding environment. In order to address community issues and problems, complexity and uncertainty must be embraced and dealt with. Inside, the author emphasizes and shows how to include a system- and complexity-aware approach in the different phases of small-scale community project management. Adopting this approach comes with unique challenges such as dealing with ill-defined problems, considering uncertainty, recognizing that no unique and best solutions to complex problems exist, and accepting satisficing solutions. The text demonstrates the need for community development practitioners to integrate in all stages of their projects: participation, systems thinking, continuous reflection-in-action, and a combination of critical and creative tools.

Health will be highlighted as major resource for the development of a household and a community. Through the research of different literature this paper reports prerequisites, strategies, principles and values to improve the well-being of local communities and the sustainability of community based initiatives. Through integrating the multisectoral dimensions of livelihoods, the paper discusses capacity building and empowerment. Therefore participation is the core principle of community development to improve the livelihoods of communities and individuals. Furthermore the paper argues participative practices which are focused on cooperative local economies, healthy convivial communities, educational equity and employment opportunities. Moreover community development provides the framework for the community to leap into modernity in its own rhythm. Findings indicate that community development and the enhancement of participation promotes the ability for critical reflection of local problems and their capabilities to react on it. The findings also shed some light into social, environmental and economical capital to provide a sustainable setting for a healthy community. Community development is committed to social and environmental justice and its vision is a peaceful, just and sustainable world.
