Book excerpt: This report outlines the progress on the development and application of Integrated Assessment Modeling of Carbon Sequestrations and Land Use Emissions supported by the DOE Office of Biological and Environmental Research (OBER), U.S. Department of Energy, Grant No. DOE-DE-FG02-01ER63069. The overall objective of this collaborative project between the University of Illinois at Urbana-Champaign (UIUC), Oak Ridge National Laboratory (ORNL), Lawrence Livermore National Laboratory (LLNL), and Pacific Northwest National Laboratory (PNNL) was to unite the latest advances in carbon cycle research with scientifically based models and policy-related integrated assessment tools that incorporate computationally efficient representations of the latest knowledge concerning science and emission trajectories, and their policy implications. As part of this research we accomplished the following tasks that we originally proposed: (1) In coordination with LLNL and ORNL, we enhanced the Integrated Science Assessment Model's (ISAM) parametric representation of the ocean and terrestrial carbon cycles that better represent spatial and seasonal variations, which are important to study the mechanisms that influence carbon sequestration in the ocean and terrestrial ecosystems; (2) Using the MiniCAM modeling capability, we revised the SRES (IPCC Special Report on Emission Scenarios; IPCC, 2000) land use emission scenarios; and (3) On the application front, the enhanced version of ISAM modeling capability is applied to understand how short- and long-term natural carbon fluxes, carbon sequestration, and human emissions contribute to the net global emissions (concentrations) trajectories required to reach various concentration (emission) targets. Under this grant, 21 research publications were produced. In addition, this grant supported a number of graduate and undergraduate students whose fundamental research was to learn a disciplinary field in climate change (e.g., ecological dynamics and ocean circulations) and then complete research on how this field could be linked to the other factors we need to consider in its dynamics (e.g., land use, ocean and terrestrial carbon sequestration and climate change).

Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

Book excerpt: This open access book discusses the impact of human-induced global climate change on the regional climate and monsoons of the Indian subcontinent, adjoining Indian Ocean and the Himalayas. It documents the regional climate change projections based on the climate models used in the IPCC Fifth Assessment Report (AR5) and climate change modeling studies using the IITM Earth System Model (ESM) and CORDEX South Asia datasets. The IPCC assessment reports, published every 6–7 years, constitute important reference materials for major policy decisions on climate change, adaptation, and mitigation. While the IPCC assessment reports largely provide a global perspective on climate change, the focus on regional climate change aspects is considerably limited. The effects of climate change over the Indian subcontinent involve complex physical processes on different space and time scales, especially given that the mean climate of this region is generally shaped by the Indian monsoon and the unique high-elevation geographical features such as the Himalayas, the Western Ghats, the Tibetan Plateau and the adjoining Indian Ocean, Arabian Sea, and Bay of Bengal. This book also presents policy relevant information based on robust scientific analysis and assessments of the observed and projected future climate change over the Indian region.

Book excerpt: This dissertation's three essays explore the effects of climate change on land use changes in the U.S., how future land areas in all major land uses change by projecting land use at the regional scale under two IPCC climate change scenarios. Investigate how and what role should carbon sequestration plays as a mitigation strategy given uncertainty of climate impacts and, estimate how responsive the demand for and the supply of urban land is to changes in its price and how different climatic variables effect both the supply and the demand for urban land. The first essay uses an econometric model to project regional and national landuse changes in the U.S. under two IPCC climate change scenarios. The key driver of land-use change in the model is county-level measures of net returns to five major land uses. The net returns are modified for the IPCC scenarios according to assumed trends in population and income and projections from integrated assessment models of agricultural prices and agricultural and forestry yields. For both scenarios, we project large increases in urban land by the middle of the century, while the largest declines are in cropland area. Significant differences among regions in the projected patterns of land-use change are evident, including an expansion of forests in the Mountain and Plains regions with declines elsewhere. Comparisons to projections with no climate change effects on prices and yields reveal relatively small differences. Thus, our findings suggest that future land use patterns in the U.S. will be shaped largely by urbanization, with climate change having a relatively small influence. The second essay explores the optimal time path of carbon sequestration and carbon abatement in stabilizing CO2 levels under uncertainty of climate impacts. We question the conventional wisdom that carbon sequestration should be used as a near term strategy by recognizing the fact that sequestration, unlike abatement, can actually remove CO2 from the atmosphere. Two related models are examined: a deterministic fixed end point and finite time horizon model and a two-period sequential decision making model. In the latter, uncertainty regard the stabilization level of the atmospheric stock is resolved prior to the decision on how much to control the stock in the second period. Present value costs of abatement and sequestration are minimized subject to two state variables; the level of CO2 stock in the atmosphere and the stock of suitable land that can be converted to forestland. Both models show that carbon sequestration may play an important role in climate change mitigation under certain conditions. In addition, the stochastic model finds that an increase in the variability of climate impacts results in higher rates of abatement today while leaving some sequestration capacity as a safety value for the future. In the third essay, a structural model of the demand for and the supply of urban land is estimated using panel data on 3032 counties in the contiguous U.S for the four time periods 1982, 1987, 1992 and, 1997. A two-step estimation procedure is applied. In the first step, fixed effects and time-varying variables are used to estimate the structural system of demand and supply equations via Two-Stage Least Squares (2SLS) procedure. This yields consistent estimates of the structural equations' parameters. The model is then extended to a hierarchical linear model. The contribution of observed time-invariant variables in explaining counties fixed effects is investigated. Among these variables are climatic and geographical variables that are assumed to affect both the supply and the demand for urban land, though in potentially different ways. Results suggest inelastic supply and demand at the national and regional levels with the exception of an elastic demand in the West region. Examined climatic and geographical variables are found to have significant effects on both the supply of and the demand for urban land.

Book excerpt: The Forestry and Agriculture Sector Optimization Model with Greenhouse Gases (FASOMGHG) has historically relied on regional average costs of land conversion to simulate land use change across cropland, pasture, rangeland, and forestry. This assumption limits the accuracy of the land conversion estimates by not recognizing spatial heterogeneity in land quality and conversion costs. Using data from Nielsen et al. (2014), we obtained the afforestation cost per county, then estimated nonparametric regional marginal cost functions for land converting land to forestry. These afforestation costs were then incorporated into FASOMGHG. Three different assumptions for land moving into the forest sector were run; constant average conversion cost, static rising marginal costs and dynamic rising marginal cost, in order to assess the implications of alternative land conversion cost assumptions on key outcomes, such as projected forest area and cropland use, carbon sequestration, and forest product output.

The idea for the symposium arose from a belief held by many academics that we are at the watershed of a new generation of models that are more dynamic, more pragmatic, more interdiscipli nary, and more amenable to collaborative decision making. Several academics and professionals engaged in urban research had long realized that domain-specific knowledge was inadequate for understanding and managing urban growth. While interdisciplinary approaches have become critical in most social research, one general area of knowledge that stands out as having the most wide-ranging impact on current urban modeling efforts is the field comprised of environmental sciences and ecology. The symposium offered a forum for academics and professionals engaged in urban and ecological modeling to exchange ideas and experiences, specifically in areas that overlapped urban and environmental issues. The contri butions to this volume highlight the progress made in the various efforts to build integrated urban and environmental models. More importantly, each chapter shows how ideas have diffused across disciplinary boundaries to create better policy-relevant models. In addition, this book outlines some promising areas of research that could make important contributions to the field of urban and envi ronmental modeling. Integrated thinking about urban and environmental issues has been fundamental to the concept of sustainability.

Book excerpt: CO2 capture and storage (CCS) is gaining widespread interest as a potential method to control greenhouse gas emissions from fossil fuel sources, especially electric power plants. Commercial applications of CO2 separation and capture technologies are found in a number of industrial process operations worldwide. Many of these capture technologies also are applicable to fossil fuel power plants, although applications to large-scale power generation remain to be demonstrated. This report describes the development of a generalized modeling framework to assess alternative CO2 capture and storage options in the context of multi-pollutant control requirements for fossil fuel power plants. The focus of the report is on post-combustion CO2 capture using amine-based absorption systems at pulverized coal-fired plants, which are the most prevalent technology used for power generation today. The modeling framework builds on the previously developed Integrated Environmental Control Model (IECM). The expanded version with carbon sequestration is designated as IECM-cs. The expanded modeling capability also includes natural gas combined cycle (NGCC) power plants and integrated coal gasification combined cycle (IGCC) systems as well as pulverized coal (PC) plants. This report presents details of the performance and cost models developed for an amine-based CO2 capture system, representing the baseline of current commercial technology. The key uncertainties and variability in process design, performance and cost parameters which influence the overall cost of carbon mitigation also are characterized. The new performance and cost models for CO2 capture systems have been integrated into the IECM-cs, along with models to estimate CO2 transport and storage costs. The CO2 control system also interacts with other emission control technologies such as flue gas desulfurization (FGD) systems for SO2 control. The integrated model is applied to study the feasibility and cost of carbon capture and sequestration at both new and existing PC plants as well as new NGCC plants. The cost of CO2 avoidance using amine-based CO2 capture technology is found to be sensitive to assumptions about the reference plant design and operation, as well as assumptions about the CO2 capture system design. The case studies also reveal multi-pollutant interactions and potential tradeoffs in the capture of CO2, SO2, NO2 and NH3. The potential for targeted R & D to reduce the cost of CO2 capture also is explored using the IECM-cs in conjunction with expert elicitations regarding potential improvements in key performance and cost parameters of amine-based systems. The results indicate that the performance of amine-based CO2 capture systems can be improved significantly, and the cost of CO2 capture reduced substantially over the next decade or two, via innovations such as new or improved sorbents with lower regeneration heat requirements, and improvements in power plant heat integration to reduce the (currently large) energy penalty of CO2 capture. Future work will explore in more detail a broader set of advanced technology options to lower the costs of CO2 capture and storage. Volume 2 of this report presents a detailed User's Manual for the IECM-cs computer model as a companion to the technical documentation in Volume 1.
