Book excerpt: Over the last decades, intensification of the financial globalization process has inevitably drawn the attention of economists and policymakers on the actual macroeconomic implications of unfettered capital flows. In particular, their real benefits for long-term economic growth in developing countries remain highly controversial. Although capital flows are presumably beneficial for receiving countries as they gain access to cheaper financing, the history of international financial integration (IFI) has been neither smooth nor risk-free. Surges in capital flows can pose critical challenges for developing economies with limited policy tools to address economic shocks. This thesis focuses on this IFI-growth nexus. It relies on recent research hypotheses highlighted in the literature to study the particular conditions under which financial openness leads to favourable outcomes. First, liberalizing the capital account implies a cost-benefit trade-off, which needs to be analysed outside the purview of standard models’ straitjacket. In particular, pre-existing distortions and market failures can interact negatively with capital flows, resulting in welfare loss. Second, capital flows are subject to a composition effect; they exhibit diverse volatility and risk properties and can actuate different growth outcomes.

Cependant, certaines politiques de libéralisation financière se sont soldées par des échecs, ce qui a conduit à jeter un certain doute sur la généralité de la relation entre le développement financier et la croissance. L’objet de cette thèse est d’explorer les raisons pouvant expliquer ces points de vue divergents et d’en évaluer les conséquences pour la réduction de la pauvreté. Tout d’abord, nous considérons que le développement financier risque d’être simultanément une source d’instabilité financière de telle sorte que l’effet bénéfique du développement financier sur la croissance soit amoindri. Ensuite, nous étudions l’existence d’effets de seuil dans la relation entre le développement financier et la croissance. Il se peut qu’il existe un seuil minimum de développement économique en dessous duquel le développement financier n’a pas d’impact significatif sur la croissance, principalement à cause de la faiblesse de l’épargne et de la rentabilité des investissements. Enfin, étant donné que la littérature économique s’est peu consacrée à la relation entre le développement financier et la réduction de la pauvreté, nous nous sommes également intéressés à l’impact favorable que le premier peut avoir sur le second au-delà de son effet indirect qui passe par la croissance. Se faisant, nous tenons aussi compte de l’impact néfaste que l’instabilité financière peut avoir sur les pauvres. L’analyse économétrique effectuée sur un panel de pays en développement avec des données quinquennales sur la période 1966-2000 nous a permis de valider nos hypothèses théoriques

Book excerpt: Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.
