Available in PDF, EPUB and Kindle. Book excerpt: This monograph examines the tragic conflict in Thailand's southern Muslim-majority provinces near the border with Malaysia. Although the conflict has attracted wide national and international interest, no agreement exists on the cause of the resumption of violence in an area that had remained free of major conflict for two decades. This monograph critically examines explanations for the conflict and traces its evolution from the early 1990s to the beginning of the Samak government in 2008. The study points to a wide variety of factors that were important in the resumption of the conflict, with policies of Prime Minister Thaksin Shinawatra being critical in determining the timing and intensity of the violence. These conditions include: (1) the resumption of an age-old conflict between Malay Muslims from Pattani, Yala, and Narithiwat Provinces against a discriminatory central government; (2) entrenched problems of criminality in an area far from the capital and with a porous border with Malaysia; (3) the disbanding of important conflict resolution institutions by former Prime Minister Thaksin, who then gave priority to hard line (sometimes extrajudicial) security policies; (4) growing Islamic religiosity, influenced by regional reform movements and international developments, including the example of extremist movements such as Jemaah Islamiyah; and (5) the growth of southern insurgent movements--which have never issued public demands and whose real leaders remain unknown. In this complex setting, no resolution to the violence appears likely in the near future, as Thaksin's main policies have been retained since the September 2006 coup that ousted his government.

Book excerpt: This study examines a number of themes underlying the struggle to identify the character and causes of the violence engulfing southern Thailand's border provinces since 2004. It begins by outlining key representations of the southern problem in Thailand. Then, drawing on little-used Thai-language documentation, and on interviews and field study, this monograph focuses on three topics. First, it addresses the prominence of a number of conspiracy theories claiming that killings and bombings have been engineered, in whole or in part, by vested interest groups rather than by ideologically inspired separatists. Conspiratorial models are a dominant feature of explanations of conflict in Thailand. I argue that the circulation of conspiracy speculation brings into relief the tangible reality of the labyrinthine and disorderly borderland, which is a major problem requiring attention that was long deferred by former governments. Second, the monograph focuses on some problematic arguments claiming that Thaksin Shinawatra's dissolution of the Southern Border Provinces Administrative Center in 2002 paved the way for the current insurgency, and holds that the SBPAC and previous governments failed in the previous decade to detect an emerging new network-based militancy. Third, it discusses the political uses of the southern crisis by the opposition Democrat Party, which was able to preserve its electoral base in the south by demonizing Thaksin as the key cause of the turbulence. The study argues that representations of the southern crisis have been inherently political, and that the major reality needing attention is the complexity and vulnerability of a disorderly, contested, and neglected borderland.

Many people have been killed by shootings and bombings; the principle human targets include soldiers, policemen, teachers and monks. These incidents occur nearly every day. The main objective of the insurgency group is to separate and rule three provinces in southern Thailand. They are trying to turn their fight into a religious conflict and are attempting to widen the situation; their actions have been misunderstood in the international community, especially in the Islamic world. The Thai government doesn't know how the insurgency is organized, who the commander is, or who supports them. The purpose of this research paper is to examine and analyze causes and effects of the ongoing insurgency. This will include the role of globalization and its effects on Thailand, the particular history of the three provinces involved in the revolt and its relationship to the causes of the insurgency, other factors that make the revolt more likely such as ethnic conflict, religion, poverty, crime, the policies of the Thai government towards the insurgency, and the chances for more effective policies in the future. The recent coup in Thailand may present the opportunity for a change in policy and I will conclude with some modest policy recommendations to address the root causes of the insurgency and to improve Thai counter-insurgency policies in the future.

Furthermore, though both conflicts appear on the surface to be driven by similar dynamics and mirror each other, they are different in several fundamental ways.

Over the past 20 years (1992-2012), there have been 26 subnational conflicts in South and Southeast Asia, affecting half of the countries in this region. Concerned about foreign interference, national governments limit external access to conflict areas by journalists, diplomats, and personnel from international development agencies and non-governmental organizations. As a result, many subnational conflict areas are poorly understood by outsiders and easily overshadowed by larger geopolitical issues, bilateral relations, and national development challenges. The interactions between conflict, politics, and aid in subnational conflict areas are a critical blind spot for aid programs. This study was conducted to help improve how development agencies address subnational conflicts.
