Book excerpt: The most useful forms of outside support for an insurgent movement include safe havens, financial support, political backing, and direct military assistance. Because states are able to provide all of these types of assistance, their support has had a profound impact on the effectiveness of many rebel movements since the end of the Cold War. However, state support is no longer the only, or indeed necessarily the most important, game in town. Diasporas have played a particularly important role in sustaining several strong insurgencies. More rarely, refugees, guerrilla groups, or other types of non-state supporters play a significant role in creating or sustaining an insurgency, offering fighters, training, or other forms of assistance. This report assesses post-Cold War trends in external support for insurgent movements. It describes the frequency that states, diasporas, refugees, and other non-state actors back guerrilla movements. It also assesses the motivations of these actors and which types of support matter most. This book concludes by assessing the implications for analysts of insurgent movements.

Book excerpt: Recent wars in Eurasia have foregrounded the flows of foreign fighters between distinct insurgent battlefronts. Since 2011 thousands of individuals have travelled from the Caucasus and Central Asia to fight in Syria and Iraq. Caucasians have also appeared in the fighting that followed Ukraine’s Euromaidan Revolution in 2014. Resolutions of these conflicts promise further movements as foreign fighters return home. This collection of articles presents for the first time in one volume a cross-regional comparative perspective on the trajectories of foreign fighters between the Caucasus, Central Asia, the Middle East and Ukraine. Drawing on extensive primary sources, contributors theorize the life cycles of foreign fighter waves and the respective roles played by pre-existing insurgent networks, transnational ideologies such as "global jihad" and "Eurasianism", and propaganda framing by insurgent groups such as the Islamic State. They examine regional state responses to the security threat posed by foreign fighters, showing how current security governance regimes can reinforce insurgent ideologies attracting violent militants. Finally they investigate the motivations for foreign fighters to return to their home states in the Caucasus and Central Asia. Arguing for the networked character of insurgencies in Eurasia, this book offers a unique overview of the foreign fighter phenomenon across the continent. It was originally published as various special issues of Caucasus Survey, Terrorism and Political Violence and Studies in Conflict & Terrorism.

Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma. While aggressive efforts to suppress the drug trade typically backfire, Shooting Up shows that a laissez-faire policy toward illicit crop cultivation can reduce support for the belligerents and, critically, increase cooperation with government intelligence gathering. When combined with interdiction targeting major traffickers, this strategy gives policymakers a better chance of winning both the war against the insurgents and the war on drugs.

In particular, it answers the question of why the Iraqi insurgency was seemingly so successful between 2003 and late 2006 and yet nearly totally collapsed by 2008. The book's main argument is that the Iraqi insurgency failed to achieve longer-term organizational goals because many of its organizational strengths were also its organizational weaknesses: these characteristics abetted and then corrupted the Iraqi insurgency's ability to adapt. The book further compares the organizational adaptation of the Iraqi insurgency with the organizational adaptation of the Afghan insurgency. This is done to refine the findings of the Iraq case and to present a more robust analysis of the adaptive cycles of two large and diverse covert networked insurgencies. The book finds that the Afghan insurgency, although still ongoing, has adapted more successfully than the Iraqi insurgency because it has been better able to leverage the strengths and counter the weaknesses of its chosen organizational form.
