Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Within such assistance, the role of the U.S. military is particularly delicate but needed through focused aid to specific programs and sharing of expertise, all best managed through employing units that are regionally aligned to Nigeria or West Africa.

Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. With such demographics, Nigeria's failure would be akin to a piece of fine china dropped on a tile floor--it would simply shatter into potentially hundreds of pieces."--DTIC abstract.

The Sahel region is one of the poorest and least developed in the world. In recent years, there are over 73 insurgent groups including Boko Haram and Ansaru operating in the region and unleashing unprecedented humanitarian and security challenges. The paper used secondary data to underpin the fact that despite multinational efforts to address the security and humanitarian challenges created by both insurgencies and climate change, the Sahel remains a problematic enclave for countries in the region including Nigeria. The paper highlights socio-economic, security and environmental implications of the growing insurgencies in the region for Nigeria. Some recommendations such as improving border security through technology, enhanced human security, deliberate countering of jihadist narrative and improved military capability of nations in the region were made. The paper submits that kinetic and non-kinetic approach must be applied to degrade and defeat insurgencies in the Sahel and Nigeria in particular.
