Chapter 8, which concerns sustainment of COIN operations, concludes the basic manual. The appendixes contain useful supplemental information. Many participating agencies must undertake missions that fall well out of their existing core competencies or operate in environments that are completely unfamiliar to them. The involvement of multiple agencies, which are not accustomed to working together, makes coordination difficult. And all this must take place in an environment where an armed, violent foe, who understands the disadvantage to him of a successful reconstruction effort, is determined to go to almost any length to resist progress or destroy what has been accomplished. If the counterinsurgent understands what needs to be accomplished and to what end, and he has a plan and can mount a coordinated effort to execute that plan, reconstruction can indeed then become one of the array of key weapons that do not shoot that are available to the counterinsurgent. Even as a weapon that does not shoot, reconstruction can end up being dangerous to the hunter as well as the hunted. A coordinated, skillfully executed reconstruction program is essential to a manageable security environment and strong national institutions that have the confidence and the support of the people. But reconstruction that is mismanaged, bungled, and obviously ineffectual not only represents a lost opportunity to advance the cause; it also may well put a weapon in the hands of the insurgent."--Page xiii.

While each military department had its own parochial tactical intelligence apparatus and the State Department maintained a haphazard collection of 'country files' there was no American equivalent to the 400-year-old British espionage establishment or the German Abwehr. No one in Washington was charged with putting the jigsaw puzzle of fact, rumor, and foreign innuendo together to see what pictures might develop or what portions might be missing. Even those matters of vital interest to policy makers remained uncoordinated, unevaluated, uninterrupted, and frequently in the wrong hands. That was in 1941. Four years later the scene was forever altered. The organization which achieved this dramatic turnabout was the Office of Strategic Services, better known by its initials: OSS. Headed by William J. Donovan, a World War 1 hero, Republican politician, and millionaire lawyer, the OSS infiltrated agents into every country of occupied Europe and raised guerillas armies in most. This book examines the small but representative role played by Marines assigned to this country's first central intelligence agency. In so doing, it provides the first serious attempt to chronicle a totally forgotten chapter of Marine Corps history.

Book excerpt: U.S. Marines in Irregular Warfare: Training and Education is a brief history that recounts how the U.S. Marine Corps adapted to fight the Global War on Terrorism during 2000-10. The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. But with the onset of the Global War on Terror in 2001 and the ensuing involvement of the U.S. military in counterinsurgency support in Iraq and Afghanistan, insurgency experienced renewed concern in both the defense and intelligence communities. In this monograph, Dr. Steven Metz, who has been writing on insurgency and counterinsurgency for more than 2 decades, argues that this relearning process, while exceptionally important, emphasized the wrong thing, focusing on Cold War era nationalistic insurgencies rather than the complex conflicts which characterized the post-Cold War security environment. To be successful at counterinsurgency, he contends, the U.S. military and defense community must rethink insurgency.

Rather than establishing a set of hard and fast rules, the objective of doctrine is to foster initiative and creative thinking. To this end, FM 3-06 discusses major Army operations in an urban environment. This environment, consisting of complex terrain, a concentrated population, and an infrastructure of systems, is an operational environment in which Army forces will operate. In the future, it may be the predominant operational environment. Each urban operation is unique and will differ because of the multitude of combinations presented by the threat, the urban area itself, the major operation of which it may be part (or the focus), and the fluidity of societal and geopolitical considerations. Therefore, there will always exist an innate tension between Army doctrine, the actual context of the urban operation, and future realities. Commanders must strike the proper balance between maintaining the capability to respond to current threats and preparing for future challenges.
