Book The Impacts of the Affordable Care Act on Preparedness Resources and Programs

Download or read book The Impacts of the Affordable Care Act on Preparedness Resources and Programs written by Institute of Medicine and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many of the elements of the Affordable Care Act (ACA) went into effect in 2014, and with the establishment of many new rules and regulations, there will continue to be significant changes to the United States health care system. It is not clear what impact these changes will have on medical and public health preparedness programs around the country. Although there has been tremendous progress since 2005 and Hurricane Katrina, there is still a long way to go to ensure the health security of the Country. There is a commonly held notion that preparedness is separate and distinct from everyday operations, and that it only affects emergency departments. But time and time again, catastrophic events challenge the entire health care system, from acute care and emergency medical services down to the public health and community clinic level, and the lack of preparedness of one part of the system places preventable stress on other components. The implementation of the ACA provides the opportunity to consider how to incorporate preparedness into all aspects of the health care system. The Impacts of the Affordable Care Act on Preparedness Resources and Programs is the summary of a workshop convened by the Institute of Medicine's Forum on Medical and Public Health Preparedness for Catastrophic Events in November 2013 to discuss how changes to the health system as a result of the ACA might impact medical and public health preparedness programs across the nation. This report discusses challenges and benefits of the Affordable Care Act to disaster preparedness and response efforts around the country and considers how changes to payment and reimbursement models will present opportunities and challenges to strengthen disaster preparedness and response capacities.

Book Delay Deny Defend

Download or read book Delay Deny Defend written by Jay M. Feinman and published by Penguin. This book was released on 2010-03-18 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: An expose of insurance injustice and a plan for consumers and lawmakers to fight it Over the last two decades, insurance has become less of a safety net and more of a spider's web: sticky and complicated, designed to ensnare as much as to aid. Insurance companies now often try to delay payment of justified claims, deny payment altogether, and defend these actions by forcing claimants to enter litigation. Jay M. Feinman, a legal scholar and insurance expert, explains how these trends developed, how the government ought to fix the system, and what the rest of us can do to protect ourselves. He shows that the denial of valid claims is not occasional or accidental or the fault of a few bad employees. It's the result of an increasing and systematic focus on maximizing profits by major companies such as Allstate and State Farm. Citing dozens of stories of victims who were unfairly denied payment, Feinman explains how people can be more cautious when shopping for policies and what to do when pursuing a disputed claim. He also lays out a plan for the legal reforms needed to prevent future abuses. This exposé will help drive the discussion of this increasingly hot- button issue.

Book Unintended Consequences The Impact of IRS Notice 2014 52 on Acquisitions of U S Companies by Non U S Insurers and Reinsurers

Download or read book Unintended Consequences The Impact of IRS Notice 2014 52 on Acquisitions of U S Companies by Non U S Insurers and Reinsurers written by William Pauls and published by . This book was released on 2017 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Notice 2014-52,1 the U.S. Internal Revenue Service (“IRS”) described several additions that will be made to the Treasury regulations under section 78742 to curb transactions that are commonly called “inversions.” According to Notice 2014-52, one of those additions will target the use of foreign3 “cash boxes” to complete inversions that otherwise fall outside the purview of section 7874 and, in so doing, will equate foreign insurers and reinsurers with cash boxes by offering only a limited exclusion from the cash box analysis for the assets that such companies hold in the ordinary conduct of their insurance and reinsurance businesses. Conversely, Notice 2014-52 offers foreign banks and finance companies much broader exclusions from the cash box analysis for the assets that such companies hold in the ordinary conduct of their banking and financing businesses. Unfortunately, the policy justification underpinning the disparate treatment afforded foreign insurers and reinsurers is not apparent on the face of Notice 2014-52, and, in the absence of further clarification from the U.S. Treasury Department (“Treasury”) and the IRS, that treatment has had, and likely will continue to have, an unwarranted chilling effect on acquisitions of domestic corporations (whether insurance companies or otherwise) by foreign insurers and reinsurers.
