Book excerpt: Institutions across East Asia are in flux as a result of market pressures and political shifts. Some changes have been adaptive while others appear to erode institutional capacity. This framework article introduces the Special Issue, developing an analytic synthesis of scholarship on institutional capacity and change. We focus on the role of markets and firms in bringing about different types of institutional change, and the reconfiguration of state roles to meet new challenges. Accounts of institutional change increasingly focus on incremental institutional change and specify different endogenous processes through which it occurs. We show that changes in the way markets are structured, or market shifts, are important sources of institutional change in East Asia. Such market shifts operate in different ways and geographical scales. They can alter actor preferences with regard to institutional form, produce a shift in the relative political influence of different actors, and prompt institutional 'drift' - change in the functionality of institutions due to changed circumstances.Both states and firms play a role in these changes. As the case studies in the collection show, states and firms in the region have both reacted to contextual shifts in markets and proactively led institutional change. Book excerpt: International organizations like the United Nations, the International Monetary Fund, or the European Union are a defining feature of contemporary world politics. In recent years, many of them have also become heavily politicized. In this book, we examine how the norms and values that underpin the evaluations of international organizations have changed over the past 50 years. Looking at five organizations in depth, we observe two major trends. Taken together, both trends make the legitimation of international organizations more challenging today. First, people-based legitimacy standards are on the rise: international organizations are increasingly asked to demonstrate not only what they do for their member states, but also for the people living in these states. Second, procedural legitimacy standards gain ground: international organizations are increasingly evaluated not only based on what they accomplish, but also based on how they arrive at decisions, manage themselves, or coordinate with other organizations in the field. In sum, the study thus documents how the list of expectations international organizations need to fulfil to count as 'legitimate' has expanded over time. The sources of this expansion are manifold. Among others, they include the politicization of expanded international authority and the rise of non-state actors as new audiences from which international organizations seek legitimacy.

Book excerpt: This book examines five rhetorical strategies used by the US coal industry to advance its interests in the face of growing economic and environmental pressures: industrial apocalyptic, corporate ventriloquism, technological shell game, hypocrite’s trap, and energy utopia. The authors argue that these strategies appeal to and reinforce neoliberalism, a discourse and set of practices that privilege market rationality and individual freedom and responsibility above all else. As the coal industry has become the leading target and leverage point for those seeking more aggressive action to mitigate climate change, their corporate advocacy may foreshadow rhetorical strategies available to other fossil fuel industries as they manage similar economic and cultural shifts. The authors’ analysis of coal’s corporate advocacy also identifies contradictions and points of vulnerability in the organized resistance to climate action as well as the larger ideological formation of neoliberalism.
