Book excerpt: This study examines the impact of civil society institutions, introduced by non-governmental organizations (NGOs), measured by concepts of political culture and public participation (political behavior), on the quality of politics measured by the level of corruption (power structure) and social discrimination (clusters of social structure) in Kyrgyzstan and Russia. The inquiry also aims at revealing the relationship between these variables. Three major research strategies are used: (1) a qualitative and quantitative analysis of country-level data, (2) cross-national case studies and (3) survey in the form of interviews and questionnaires (field research). Data has been also collected from archives, published reports, newspapers and other primary and secondary sources. The major focus of this study is on the units of analysis such as non-governmental organizations. It is based not only on original official and academic material but also on over 100 interviews and 300 questionnaires with leaders of the national and regional elite from both Kyrgyzstan and Russia.

The region currently serves as the main route for transporting American and NATO supplies and personnel into Afghanistan. Its Turkic Muslim peoples share ethnic and religious roots with China's Uighurs in neighboring Xinjiang, where some Uighurs have connections to the Taliban in Afghanistan and Pakistan, fueling Beijing's already acute fears of terrorism and separatism. Perhaps most importantly, the Caspian basin holds immense reserves of oil and natural gas. Countries rich in hydrocarbons—like Kazakhstan, Turkmenistan, and Uzbekistan—can benefit greatly from this wealth, but often they must rely on foreign companies (usually backed by foreign governments) to develop these resources. Young people demanded political change in repressive political regimes that emerged since the collapse of communism. The Serbian social movement Otpor (Resistance) played a vital role in bringing down Slobodan Milosevic in 2000. Inspired by Otpor's example, similar challenger organizations were formed in Azerbaijan, Belarus, Georgia, and Ukraine. The youth movements, however, differed in the extent to which they could mobilize citizens against the authoritarian governments on the eve of national elections. This book argues that the movement's tactics and state countermoves explain, in no small degree, divergent social movement outcomes. Using data from semi-structured interviews with former movement participants, public opinion polls, government publications, non-governmental organization (NGO) reports, and newspaper articles, the book traces state-movement interactions in five post-communist societies: Azerbaijan, Belarus, Georgia, Serbia, and Ukraine.

The states here continue to undergo complex nation-building process, which is far from complete, but they firmly remain insulated by Russia and but more increasingly so by China. Only Kyrgyzstan has so far uniquely followed a liberal polity, but this young country had to cope with two revolutions before achieving a parliamentary democracy in 2010. However, the institution of democracy remains weak because of some difficult and intricate internal and external challenges i.e., economic, ethnic, Islamic, narcotic along with convoluted strategic games played by major powers in Kyrgyzstan. It is the only country in the world that hosts military bases of both Russia and the United States. The country retains strong Chinese economic influence. The book is an attempt to provide an overview of political and strategic processes at work in the region by taking the case of Kyrgyzstan, tracing the events erupted since 2005 and more after 2010. It contains aspects of India's engagement in Kyrgyzstan and throws light on India's newly launched 'Connect Central Asia' policy.
