Book excerpt: Enclosed is the final report of the Defense Science Board task force on Institutionalizing Stability Operations within the Department of Defense (DoD). This task force was asked to consider the institutional hurdles to effectively constitute and use the capabilities for stability operations called for in the 2004 Defense Science Board Report on Transition to and from Hostilities and the subsequent draft Directive to implement the recommendations of the report. In the last year there has been noticeable progress within the Department toward explicit embrace of stability operations as a core activity of DoD on par with combat operations, although there is still a long way to go. In that light, our recommendations should be viewed as accelerants of the process. Unfortunately, during the last year the progress of other elements of the Government has been less fulsome. Thus, we urge that the Department act with dispatch to accelerate the transformation of its own capabilities, while concurrently continuing to give full support to the evolution of capabilities elsewhere within the Government. Even though stability operations are as pervasive as combat operations across the Department, high level leadership and management is currently needed to accelerate transformation. The most important agent of change is the Secretary of Defense. Ideally the Secretary, with the Deputy Secretary, should, in effect, act as Executive Agent for change of the magnitude envisioned. If the Secretary and Deputy Secretary seek additional support beyond that to be provided by the OSD Staff and the Joint Staff, appointing an Executive Agent will accelerate change, and the Secretary of the Army is a possible choice in light of the Army's dominant albeit not exclusive role in stability operations.

Available in PDF, EPUB and Kindle. Book excerpt: Understanding human dynamics is an essential aspect of planning for success across the full spectrum of military and national security operations. Although the U.S. military belatedly increased its human dynamics awareness within the current Iraq and Afghanistan theaters, recent progress has been achieved because of its importance in strategic, operational, and tactical decision-making. The U.S. military also has made recent progress in training and sensitizing deployed U.S. forces to the importance of understanding human dynamics in dealing with individuals, groups, and societies. There have been numerous, though mostly uncoordinated, efforts within DoD to manage relevant databases and provide associated tools and cultural advisors. Nevertheless, substantial improvements by DoD are needed in understanding human dynamics. In particular, DoD must take a longer term view and build upon increased capability achieved in Iraq and Afghanistan. It must institutionalize the best of current programs and processes so that this capability is available across the full spectrum of military operations, including activities referred to as Phase 0 that seek to mitigate the likelihood of armed conflict. To be effective in the long term, DoD must develop more coherence in its efforts to enhance human dynamics awareness. Most importantly, capability must be expanded beyond the focus of current armed conflicts so that the DoD and military services have the flexibility to adjust rapidly to events in other places in the world. The task force believes that opportunities with both near-term and long-term payoffs exist for substantial improvement in the following areas: coordination and leadership; interagency and civil interactions; education, training, and career development; human dynamics advisors; science and technology investments; and data, tools, and products. Specific recommendations, grouped by the topics listed above, are detailed in the chapters that follow.

Book excerpt: In the study, the Task Force concludes that the Department should treat transnational threats as a major Department of Defense mission. Transnational actors have three advantages: I) they can have ready access to weapons of mass destruction; 2) we cannot easily deter them because they have no homeland; and 3) they respect no boundaries, whether political, organizational, legal or moral. Further, warning may be short and attribution may be slow or ambiguous. Since the United States is now the dominant military force in the world, potential adversaries will be driven to asymmetric strategies to meet their objectives. As such, transnational threats represent an important national security problem. Notably, the Department of Defense has the capacity to mitigate these threats with its extensive capabilities, training and experience. In the attached report, the Task Force suggests a multi-faceted strategy for the DoD to address this increasingly important class of threats. This strategy involves the development of an end-to-end systems concept, investment in critical technology areas, and the leveraging of similarities between civil protection and force protection. The Task Force concludes that the Department also needs to increase its emphasis on responding to this threat by more clearly assigning responsibilities and by providing mechanisms for measuring its readiness to respond. We hope this Summer Study provides insights on how to mitigate transnational threats to the Nation. It stops short, however, of providing a plan. We strongly encourage the Department to take on the task of developing an implementation plan that identifies the appropriate allocation of resources and areas for emphasis.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

Book excerpt: In the area of stabilization and reconstruction (S & R) operations, this study examines capability gaps and science and technology (S & T) needs and concludes that some areas require renewed emphasis. The Deputy Assistant Secretary of the Army for Research and Technology has been seeking to strengthen the technology base and research planning of Army S & T programs as they relate to S & R operations. By identifying capability gaps and, where appropriate, applying technological approaches to addressing those gaps, the Army should be better positioned to meet its increasingly S & R-focused mission requirements. To support the Army in this effort, the Center for Technology and National Security Policy (CTNSP) at National Defense University (NDU) undertook a study to assess the technological capability gaps in the U.S. Army's ability to conduct S & R operations. The purpose of this study was threefold: (1) through field surveys, interviews, and review of related studies, to identify the technological shortfalls most consistently cited in land force execution of phase IV operations; (2) with respect to these operations, to identify capability gaps and needs and assess them with specific focus on the issue of technology shortfalls; and (3) with the gap analysis in hand, to highlight technology opportunities for consideration by Army S & T leadership. This study is organized along 10 major categories of military capabilities: battle command, armored vehicles in urban environments, situational awareness (SA), intelligence, force protection, unmanned systems, nonlethal capabilities, information operations (IO), training and use of modeling and simulation, and logistics. Within each category, existing and forthcoming Army S & T programs are mapped against stated technology shortfalls and capability gaps. While the issues of technology shortfalls in military capabilities as a whole are important, the overriding orientation of this analysis is focused on S & R operations.

While this is also true for others (e.g. Allies, rivals, and public/private networks), this Task Force strongly believes the DoD needs to take the lead and build an effective response to measurably increase confidence in the IT systems we depend on (public and private) and at the same time decrease a would-be attacker's confidence in the effectiveness of their capabilities to compromise DoD systems. We have recommended an approach to do so, and we need to start now!
