He combines genuine philosophical analysis of normative issues concerning what the state ought to do with empirical political scientific research in public policy examining what the state can do. Issues discussed include the relationship between welfare state and civil society, the privatization of social services, and changing values within society. His analysis centres around the importance of political institutions as both normative and empirical entities, and Rothstein argues that the choice of such institutions at certain formative moments in a country's history is what determines the political support for different types of social policy. He thus explains the great variation among contemporary welfare states in terms of differing moral and political logics which have been set in motion by the deliberate choices of political institutions. The book is an important contribution to both philosophical and political debates about the future of the welfare state.

Our minds and bodies got hooked up to drugs, alcohol, sex, and the thrill of living on the edge. These are but a few of the distractions available to us, before we even went on a mission to face what our enemies had for us, or the snakes, diseases, and animals of the jungle. This book tells a very interesting and intriguing story of my experiences and relationships performing reconnaissance missions Behind Enemy Lines in the mountainous jungle region of South Vietnam and near the Cambodian border. When I arrived, in Vietnam the first thing I needed to do was de-program myself of most of the training I had received from the Army while being trained in the Sates, prior to arriving in Vietnam. For example; I had been taught to always ambush from the high ground; that high ground determined the actual site selection for an ambush. It sounded good and worked in World War II and Korea, but this was guerilla warfare. My mentor, Tad taught us first to monitor a trail by observing how the enemy was traveling on the trail and when we had determined the direction of travel, then always set our ambush on the right hand side of the trail according to the enemy's route of March, regardless of the height of the terrain. The reason is that most people, over 90 %, are right handed and the enemy's weapons would be pointed away from you as you set off the ambush. After a few hours, any soldier running missions in the hot jungles of Southeast Asia would have their attention span, focus, alertness, and weapons positions drop off measurably, especially while they traveled through what they perceived as their own safe territory. When you ambush to the right of the trail, five Rangers would fire a full 20 round magazine from an M-16 rifle in 2.3 seconds. That's 100 bullets into a kill zone while the enemy freezes up for a second in shock from all the firing. Once they realize what is happening, they fall to the ground turning their weapons from the left to the right and try to locate where the firing is coming from. That just took 2.8 seconds and our hands are on the detonators of five claymore mines. Each mine has hundreds of shrapnel like bee bees packed into them and about a pound of C-4 explosive. The enemy's rifle hasn't even gotten to their shoulder yet to fire before we detonate the claymore mines, if needed, and the enemy; well that's why it's called an ambush. The sixth person, a Ranger radio operator, was behind us guarding our back with the radio and already our choppers and support were coming. This story takes you from physical warfare to Spiritual warfare in such a way that your faith will be renewed. My prayer is that it sheds light on the battle between good (God) and evil (Satan) that goes on daily for our souls. Sit back and enjoy this short, powerful story. Few, however, have articulated precisely how or why it matters. In this significant book, Helen Milner lays out the first fully developed theory of domestic politics, showing exactly how domestic politics affects international outcomes. In developing this rational-choice theory, Milner argues that any explanation that treats states as unitary actors is ultimately misleading. She describes all states as polyarchic, where decision-making power is shared between two or more actors (such as a legislature and an executive). Milner constructs a new model based on two-level game theory, reflecting the political activity at both the domestic and international levels. She illustrates this model by taking up the critical question of cooperation among nations. Milner examines the central factors that influence the strategic game of domestic politics. She shows that it is the outcome of this internal game--not fears of other countries' relative gains or the likelihood of cheating--that ultimately shapes how the international game is played out and therefore the extent of cooperative endeavors. The interaction of the domestic actors' preferences, given their political institutions and levels of information, defines when international cooperation is possible and what its terms will be. Several test cases examine how this argument explains the phases of a cooperative attempt: the initiation, the negotiations at the international level, and the eventual domestic ratification. The book reaches the surprising conclusion that theorists--neo-Institutionalists and Realists alike--have overestimated the likelihood of cooperation among states.

Book excerpt: This survey examines the vibrant academic literature on environmental, social, and governance (ESG) investing. While there is no consensus on the exact list of ESG issues, responsible investors increasingly assess stocks in their portfolios based on nonfinancial data on environmental impact (e.g., carbon emissions), social impact (e.g., employee satisfaction), and governance attributes (e.g., board structure). The objective is to reduce exposure to investments that pose greater ESG risks or to influence companies to become more sustainable. One active area of research at present involves assessing portfolio risk exposure to climate change. This literature review focuses on institutional investors, which have grown in importance such that they have now become the largest holders of shares in public companies globally. Historically, institutional investors tended to concentrate their ESG efforts mostly on corporate governance (the “G” in ESG). These efforts included seeking to eliminate provisions that restrict shareholder rights and enhance managerial power, such as staggered boards, supermajority rules, golden parachutes, and poison pills. Highlights from this section: · There is no consensus on the exact list of ESG issues and their materiality. · The ESG issue that gets the most attention from institutional investors is climate change, in particular their portfolio companies’ exposure to carbon risk and “stranded assets.” · Investors should be positioning themselves for increased regulation, with the regulatory agenda being more ambitious in the European Union than in the United States. Readers might come away from this survey skeptical about the potential for ESG investing to affect positive change. I prefer to characterize the current state of the literature as having a “healthy dose of skepticism,” with much more remaining to be explored. Here, I hope the reader comes away with a call to action. For the industry practitioner, I believe that the investment industry should strive to achieve positive societal goals. CFA Institute provides an exemplary case in its Future of Finance series (www.cfainstitute.org/research/future-finance). For the academic community, I suggest we ramp up research aimed at tackling some of the open questions around the pressing societal goals of ESG investing. I am optimistic that practitioners and academics will identify meaningful ways to better harness the power of global financial markets for addressing the pressing ESG issues facing our society.
