This approach affords significant insights, methodologies, and research tools, to analyze the multiple combinations of factors that may determine cognition, behaviour, and rationalities. In tracing the development of the institutional logics perspective from earlier institutional theory, the book analyzes seminal research, illustrating how and why influential works on institutional theory motivated a distinct new approach to scholarship on institutional logics. The book shows how the institutional logics perspective transforms institutional theory. It presents novel theory, further elaborates the institutional logics perspective, and forges new linkages to key literatures on practice, identity, and social and cognitive psychology. It develops the microfoundations of institutional logics and institutional entrepreneurship, proposing a set of mechanisms that go beyond meta-theory, integrating this work with macro theory on institutional logics into a cross-levels model of cultural heterogeneity. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. From the genesis of the reform to the gradual improvement of the market system, and then to the re-start of the critical stage of the reform, this book includes not only research on the reform process, but also detailed descriptions of the key areas of reform since the Third Plenary Session of the 18th CPC Central Committee. On this basis, the author develops six logics for Chinese economic reform. Firstly, reform is cyclical, moving between rapid advances and deadlock; this calls upon us to re-examine the common view of reform. Secondly, reform is systematic; it cannot succeed without supporting reforms in other fields. Thirdly, the relationship between reform, development and stability should be properly handled. This “trinity” is quite different from the perspective of western mainstream theory, which puts too much emphasis on efficiency. Fourthly, the success of Chinese reform was not achieved by chance. The reform practice is based on the theoretical logic, and also goes beyond the debate between progressive and radical modes. Fifthly, the Top-level Design should be combined with “crossing the river by moving from stone to stone,” i.e., the theoretical basis of reform should be combined with reform practice. Sixthly and lastly, the ongoing reform in China must be understood in the contexts of global competition and reform competition.

Book excerpt: As the famous sociologist Fei Xiaotong argued, “the real life of most Chinese can only be seen in the villages.” Peasants not only comprise a significant part of the Chinese population but represent a distinctive culture and one that is expressed in its own particular way. This makes for an important area of study for scholars in communication studies. This volume investigates how Chinese peasants express their culture and adapt to social change. The author’s research consists of participant observation and interviews of shadow puppetry artists in Guanzhong, China, illustrating how peasant artists have adapted to the historical and social changes since the founding of the People’s Republic of China. He discovers that Chinese peasants integrate urban popular culture with their own aesthetic criteria, even if the mainstream discourse of the Chinese community overlooks the subjectivity of peasants. He goes on to put forwards a creative analytical framework for the studies of the dynamics of “subject-time-space.” Scholars and students of anthropology, sociology, and communication studies, especially rural communication studies, will find this an ideal case study.
