Book excerpt: A five-country river basin study in Asia used a participatory method for diagnostic investigations to learn about contextual processes, as well as for stakeholder consultation to develop action plans. The use of this methodology was encouraged by the positive results of an earlier action research program conducted in Pakistan for mobilizing farmers to form their own organizations. The method was found to be exceptionally effective, and had many advantages over the conventional methodsof field research and action planning where the stakeholders are treated as objects of research and passive recipients of development messages. The contribution of participatory learning and action in developing institutions appeared to vary across the five selected river basins, depending on thedegree to which stakeholder participation was forthcoming. This variation could be attributed to study constraints in terms of time and other resources, which acted differently on the five study teams. In some cases, conducting full-fledged participatory methods was not possible due to sociopolitical constraints, and in some others, time was too short to build sufficient awareness among the large number of stakeholders for meaningful participation. Of the five river basin case studies in China, Indonesia, Nepal, Philippines and Sri Lanka, satisfactory participation levels achieved in the cases of Sri Lanka, Philippines and Indonesia generated a momentum on their own, which helped them to initiate action plans for further institutional development.

Available in PDF, EPUB and Kindle. Book excerpt: The water sector reform in Malaysia, initiated in 2004, intended to improve the efficiency and effectiveness of the water sector in the long term. This book explains the overall policy process of the reform and assesses the extent to which the reform has met its objectives and the means through which it has done so. The conclusions point to a weak correlation between the reform outputs on the one hand and the operational efficiency and environmental effectiveness gains of water utilities on the other. They also offer valuable insights into the policy arrangement that successfully shaped the water reform process. The policy process of the Malaysian water sector reform reflects the current global trend towards centralizing water management within the public domain with a clear division of tasks between policy formulation, regulatory oversight and service provision. Federal and state actors have become the dominant players in the water sector. This has reduced the role of private water utilities to a small fraction of activities within the entire value chain of water, and strengthens close regulation oversight from the regulator. Lastly, civil society groups now have a growing (albeit still small) influence on the water sector. In terms of policy recommendations, this book reiterates the need to adopt a private sector culture in managing public water; to establish a clear division of tasks between policy formulation, regulation and service provision; and to facilitate wider public engagement as well as to promote better informational governance in the water sector, including the call for a national water data bank.

Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. Divided into central, eastern, southern, south-eastern and western regions, the continent is also extremely heterogeneous in terms of water quality conditions. The policies and management practices vary significantly from one country to another, and even within one country, depending on specific economic, political, social, environmental, legal and institutional factors. In order to appreciate the complexities associated with water quality policy and management, it is important to acknowledge the multiplicity of interrelated and often conflicting events, issues, actors and interests, both within and outside the water sector that impact them. This complexity, alongside institutional inability for systematic and coordinated collaboration, are potent reasons as to why, in the second decade of the 21st century, formulation and implementation of efficient water quality management policies benefitting humankind and the environment have still not been achieved. The book was originally published as a special issue of the International Journal of Water Resources Development.
