Three groups of phenomena and their causal interconnection are explored: the material legacies, constraints, habits and cognitive frameworks inherited from the past; the erratic configuration of new actors, and new spaces for action; and a new institutional order under which agency is institutionalized and the sustainability of institutions is achieved. The book studies the interrelations of national identities, economic interests, and political institutions with the transformation process, concentrating on issues of constitution making, democratic infrastructure, the market economy, and social policy.

While acknowledging the relevance of recent history, this book takes an important step away from the communist legacy and explicitly argues for a framework based on causal variables identified in the existing literatures from industrialized democracies on women and politics and legislative recruitment After a brief introduction, the second chapter sets forth a general theoretical framework, which posits that the level of female legislative representation in a given country is a function of the relative supply of and demand for female candidates. After a chapter considering a broad overview of public opinion on women and politics in Eastern Europe, thirteen country chapters, spanning the spectrum of Eastern European democracies, address and test hypotheses about the key variables affecting the supply and demand sides of the equation in individual countries. Relevant aspects of the communist cultural and developmental legacy are addressed, but authors give particular attention to political factors, such as electoral rules and the characteristics of the emerging party systems, that vary within the Eastern European countries. The new democracies of Eastern Europe provide a novel context in which to test and extend our theories about the consequences of political institutions for the quality of democracy. Since institutional arrangements are more malleable than developmental or cultural characteristics, those variables also offer the greatest promise to scholars and practitioners wondering what can be done to improve women's access to formal arenas of political power? How can we build democracies that are stable, lasting and representative? A careful analysis of the post-communist context can help us to address issues concerning institutional design and development that has relevance well beyond the Eastern European context.

Book excerpt: One dilemma facing new or newly independent states, such as those of the former Soviet Union, is how to design effective legislatures when political parties are weak and fragmented or even nonexistent. In this book, Joel M. Ostrow develops a comparative institutional framework to explain marked differences in behavior across three post-Soviet legislatures: the Russian Supreme Soviet, the Russian State Duma, and the Estonian legislature. He argues that these differences in ability to manage political conflict can be explained in large measure by the design of the legislatures. Most significant is the choice of whether and how to include parties or partisan factors. Legislatures are an omnipresent component of modern democracy. Ostrow's comparative institutional design confirms the presumption of many political scientists that parties are essential for legislative consensus building. However it also reveals that parties may have paradoxical effects on a legislature's performance. In following the budget process in Russia and Estonia, Ostrow explores the consequences that different institutional designs have had on post-Soviet legislatures. He has found that how parties are included may determine how capable a legislature is at managing political conflict, both internally and with the executive branch of the government. The author was present at many of the committee hearings and legislative sessions he describes, and his firsthand observations and interviews with committee members enhance his analysis.

However, prior research has focused primarily on the institutional legacy of communism. Communism's Shadow instead turns the focus to the individuals who inhabit post-communist countries, presenting a rigorous assessment of the legacy of communism on political attitudes. Post-communist citizens hold political, economic, and social opinions that consistently differ from individuals in other countries. Grigore Pop-Eleches and Joshua Tucker introduce two distinct frameworks to explain these differences, the first of which focuses on the effects of living in a post-communist country, and the second on living through communism. Drawing on large-scale research encompassing post-communist states and other countries around the globe, the authors demonstrate that living through communism has a clear, consistent influence on why citizens in post-communist countries are, on average, less supportive of democracy and markets and more supportive of state-provided social welfare. The longer citizens have lived through communism, especially as adults, the greater their support for beliefs associated with communist ideology—the one exception being opinions regarding gender equality. A thorough and nuanced examination of communist legacies' lasting influence on public opinion, Communism's Shadow highlights the ways in which political beliefs can outlast institutional regimes.

This is in marked contrast to the dominant consensus that held sway for the previous two decades, which stated that developmental progress in poor societies was best assured by strong states, ruled by authoritarian regimes. Today, however, many new democracies are illiberal, non-participatory, and characterized by enormous inequalities. Developmental democracy cannot therefore be regarded as an assured outcome of a simultaneous process of economic and political liberalization. The central inquiry of this important new study concerns the extent to which it is possible to strive towards a new form of developmental state that can promote broad-based and equitable development in the context of legitimized, inclusive democracy. The argument running through this book is that there is scope for continuous political intervention in the design of democratic institutions that shape the context of state-led development initiatives. Institutional arrangements which foster political participation, the dispersion of political power, and increased representation by women and other disadvantaged groups can make democratic regimes more sensitive to issues of poverty, social welfare, and gender discrimination through remedial action and policy commitments. The book starts with the premise that electoral systems and constitutional provisions about the powers, the structure, and the relationship between parliament and the presidency determine the degree to which political power is dispersed or concentrated in the political system. On the basis of these institutional features, three groups of states are distinguished with regard to their degree of power concentration; the substantive chapters of the book demonstrate how these institutional combinations and differences shape three specific facets of party government which capture the main stages of the lifecycle of coalitions governments: the formation of electoral coalitions, government formation and government duration. Specifically, three comparative chapters assess the impact of institutional power concentration on the size of electoral coalitions; the likelihood that political parties form a minority government; and the number of days that a government lasts in office. The main finding of the book is that power concentration matters: political parties in those democracies where institutions are designed to concentrate political power tend to form large electoral coalitions, they tend to form majority rather than undersized governments, and they build more durable cabinets. In addition, the book contains a detailed case study of government formation in Hungary and a previously unstudied comparison of indirect presidential elections in four states: the Czech Republic, Estonia, Hungary and Latvia. Book excerpt: This book presents, above all, a study of the establishment and development of the Soviet organization and system of fashion industry and design as it gradually evolved in the years after the Second World War in the Soviet Union, which was, in the understanding of its leaders, reaching the mature or last stage of socialism when the country was firmly set on the straight trajectory to its final goal, Communism. What was typical of this complex and extensive system of fashion was that it was always loyally subservient to the principles of the planned socialist economy. This did not by any means indicate that everything the designers and other fashion professionals did was dictated entirely from above by the central planning agencies. Neither did it mean that their professional judgment would have been only secondary to ideological and political standards set by the Communist Party and the government of the Soviet Union. On the contrary, as our study shows, the Soviet fashion professionals had a lot of autonomy. They were eager and willing to exercise their own judgment in matters of taste and to set the agenda of beauty and style for Soviet citizens. The present book is the first comprehensive and systematic history of the development of fashion and fashion institutions in the Soviet Union after the Second World War. Our study makes use of rich empirical and historical material that has been made available for the first time for scientific analysis and discussion. The main sources for our study came from the state, party and departmental archives of the former Soviet Union. We also make extensive use of oral history and the writings published in Soviet popular and professional press.
