Book excerpt: This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.

The oldest part of the work is the Yugoslav case study, which began as my doctoral dissertation. Satellite data used were mostly from optical sensors including night lights observations, with both coarse and medium spatial resolution. Ultimately, this work highlights the importance of understanding socioeconomic shocks: that is, those brief periods during which societies change rapidly resulting in significant impact on land use and the environment. Thus it shows that change is often abrupt rather than gradual and thereby much harder to predict. This book is a truly international and interdisciplinary effort, written by a team of scientists from the USA, Europe, and Russia. It will be of interest to a broad range of scientists at all levels within natural and social sciences, including those studying recent and ongoing changes in Europe. In particular, it will appeal to geographers, environmental scientists, remote sensing specialists, social scientists and agricultural scientists.

Book excerpt: This paper aims at explaining the role and importance of the evolution of institutions for sustainable agri-environments during the transition process by referring to examples of agri-environmental problems faced in Central and Eastern European countries. It is often stated that the replacement of institutional structures in post socialist countries would bring a unique opportunity to implement new policies and institutions needed to ensure that economic growth is environmentally sustainable. This idea stems from the assumption that the breakdown of the socialist system resembles that (of the Schumpeterian1 type) of creative destruction a process that incessantly revolutionizes economic structures from within. However, not all kinds of institutions, especially at local level, can simply be implemented, and even more, not incessantly. Instead, they evolve as a response to ecosystem and social system characteristics, and this is a rather slow process. A central question therefore is whether the required institutional arrangements for achieving sustainability in the area of agrienvironmental resource management can be built more easily in periods of transition as they fill institutional gaps, or whether processes of transition make institution building a more difficult and far more time consuming task than previously thought. Above all, we want to find out, how these two processes of institution building at different scales affect the sustainable management of resources such as water and biodiversity in agriculture? It will become clear that the agrienvironmental problem areas faced during transition are complex and dynamic and require adequate institutions both by political design and from the grassroots, to be developed by the respective actors involved. Transition from centrally planned to pluralistic systems has to be considered as a particular and in some respect non-typical process of institutional change. Popular theories of institutional change do not necessarily apply. The privatisation experience from many CEE countries will serve as an example. Finally, we will provide some examples of missing or insufficient interaction between political actors or agencies and people in CEE countries. ...
