Book excerpt: In many developing countries, their governments dominate the field of water resources management. Even in “participatory irrigation management” efforts, the governments play a dominant role. As these efforts are rarely based on any internally generated demand from the water users, they usually fail to create viable organizations at the local level. A similar setback can be seen in the more recent institutional reforms in Asia’s water sector, which are promoted by the donor agencies and, national and international development professionals. A survey of experiences in Asian countries shows that no country has successfully completed establishing new water sector policies and laws and river basin organizations, as prescribed. The need to improve current performance of water resources management is widely appreciated.In managing the scarce water resources, a change in attitude and approach is seen to be essential. Participatory learning and action methods conducted in a study of selected river basins in five Asian countries surfaced a distinct need for coordination at the river basin level. They also indicated a clear stakeholder preference for establishing coordinating mechanisms, by way of adapting the existing institutions, as an initial step towards greater stakeholder control of river basin management. Essentially, cost-effective and contextually appropriate institutional arrangements were preferred over the prescribed standard models, in order to meet the varying needs related to integrated water resources management.

This book focuses on water management to take a positive, if critical, look at this phenomenon. Illustrated by a wide geographical range of case studies from both developed and developing worlds, it recognizes that MSPs will neither automatically break down divides nor bring actors to the table on an equal footing, and argues that MSPs may in some cases do more harm than good. The volume then examines how MSPs can make a difference and how they might successfully co-opt the public, private and civil-society sectors. The book highlights the particular difficulties of MSPs when dealing with integrated water management programmes, explaining how MSPs are most successful at a less complex and more local level. It finally questions whether MSPs are - or can be - sustainable, and puts forward suggestions for improving their durability.

Continuing population growth and rapid development, coupled with environmental events such as droughts, have led to increasing water shortages in sections of the nation. In Interstate Water Compacts author Joseph F. Zimmerman highlights the growing importance of water issues within the United States and a device that has been instrumental in facilitating interstate cooperation to solve water-related problems: the interstate compact. This groundbreaking work is the first to devote itself exclusively to interstate and federal-interstate compacts pertaining to controversies including the abatement of water pollution, apportionment of river waters, economic development, flood control, inland fisheries, marine fisheries, and restoration to rivers of anadromous fish, such as salmon and shad. The process for entering into interstate and federal-interstate compacts is explained in detail, as is the exercise of original jurisdiction by the US Supreme Court to resolve intractable interstate controversies involving interpretation of provisions of compacts, water apportionment, and water pollution abatement. Zimmerman concludes by calling for the President, Congress, governors, state legislatures, and local governments to devote more attention and resources to finding solutions for water-related problems.

The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policymakers as well as the region's small-scale farmers. The edited contributions to this first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). It is hoped that these two volumes will help to disseminate regional expertise on land and water management to a wider audience, thus helping policy-makers and others to strengthen the agricultural sector in the region, and, in so doing, improve its food security and the wellbeing of its people.

The research entailed a detailed analysis of water resources systems based on a case study from the Awash River Basin in Ethiopia, covering the historical and present state of the challenges and gaps in policies, institutional arrangements and management instruments. The status quo of practical water management, implications of plausible management alternatives in terms of their impact to future water availability, demand fulfilment, patterns of use, and sustainability of the environment were examined. Moreover, the interlinkages and dynamics between key water dependent resources sectors, broadly categorized into water, energy, food, and ecosystems (WEFE) was explored to identify key tradeoffs and synergies. This was deliberated as to improving the synchronization of sectoral plans and resources management programs, thereby fast-tracking the coordination process in IWRM. Overall, the research provides a clearer understanding of the system-wide problems, structural challenges and possible future consequences regarding the management and sustainability of the entire water resource system. Ultimately the purpose is to set in motion new strategies and mechanisms to improve the implementation of the currently applied IWRM framework in the context of the SDGs.
