Book excerpt: American study programs in China were assessed, based on interviews with American undergraduate or graduate students studying or doing research at various China institutions during the 1980-81 academic year and with Chinese administrators from the institutions. Four channels exist through which American students can arrange placement in China: national competition, institution-to-institution links, individual application (either to a Chinese university or the Ministry of Education), and short-term study programs packaged in the United States. Somewhere between 70 and 100 formal exchange agreements to facilitate the sharing of academic resources have been concluded between U.S. and Chinese institutions. A list of American institutions reporting such agreements is appended. Data are presented on the distribution of American students at Chinese universities during the 1980-81 academic year (excluding short-term language programs). In all the arrangements (except for the summer language programs), the majority of those going to China are American graduate students who are either taking coursework or doing dissertation research. Several small groups of undergraduates participate during the academic year, mainly in language programs. A summary is presented on general curricula, language classes, research difficulties, and field research. In addition, the following concerns are addressed: socializing with Chinese, housing, travel, supervision of students, university administration, credit and grading, and summer language programs. Appended materials include: U.S.-Chinese Institutional agreements, summer language programs in China, and a bibliography on U.S-China educational exchange. (SW)

Regions can use RTSOPs to help improve traffic flow as it crosses from one jurisdiction to another. A central focus of these programs is the coordination of signal timing on multi-jurisdictional arterials; however, RTSOPs can also facilitate the consideration of other traffic operations measures to improve regional mobility. Many RTSOPs have been established through regional metropolitan planning organizations, and successful RTSOPs also have been established by other organizations, including state and local departments of transportation and government corporations.

Book excerpt: The purpose of this supporting analysis is to provide a foundation for developing a model, an international or multinational institution capable of accomodating the back end of the fuel cycle, while meeting US nonproliferation goals. The analysis is based on a review of selected, defunct and extant institutions which, although not necessarily concerned with nonproliferation, have faced a trade-off between acceptability and effectiveness in meeting their objectives. Discussion of the various institutions is divided into three categories: international organizations, multinational consortia, and cartels or producer associations. Examples of international organizations include the International Seabed Authority, Intelsat, the United Nations and the International Atomic Energy Agency (IAEA). The International Seabed Authority is discussed. Multinational consortia are organizations that have been developed primarily to meet common commercial objectives. Membership includes at least three member nations. Examples include the Scandinavian Airline System (SAS), URENCO, Unilever, Royal Dutch Shell, Eurochemic, Eurodif, Euratom, European Coal and Steel Community, and Serena. Cartels or producer associations are multinational agreements that restrict market forces; viz, production, market share, customers or prices. Examples include the Intergovernmental Council of Copper Exporting Countries (CIPEC), the Organization of Petroleum Exporting Countries (OPEC), and the Fifth International Tin Agreement (ITA), as well as agreements governing diamonds and uranium, bauxite and coffee. OPEC, CIPEC and ITA are discussed.
