It has been argued, nevertheless, that, to achieve these goals, Indonesia needs to improve its qualities of institutions and human capital. Based on the definition used by the UNDP, human development is analysed as covering human capital (education and health) and purchasing power. In this book, the concept of human capital is broadened to include freedom from fear, health, education, and migration. The first part of the book discusses the economic situation in Indonesia. The second elaborates on what happened to human capital during the crisis and the third part examines its effects on purchasing power. Because human development does not occur in a vacuum, the fourth part discusses some emerging issues in Indonesia. The book concludes with some thoughts on people-centred development, which may contribute to more sustainable development than the development concept that simply pursues high economic growth. With this people-centred development, growth rates of about 3 to 4 per cent are adequate, as long as Indonesia achieves success in human development.

Book excerpt: Human capital—the knowledge, skills, and health that people accumulate over their lives—is a central driver of sustainable growth, poverty reduction, and successful societies. More human capital is associated with higher earnings for people, higher income for countries, and stronger cohesion in societies. Much of the hard-won human capital gains in many economies over the past decade is at risk of being eroded by the COVID-19 (coronavirus) pandemic. Urgent action is needed to protect these advances, particularly among the poor and vulnerable. Designing the needed interventions, targeting them to achieve the highest effectiveness, and navigating difficult trade-offs make investing in better measurement of human capital now more important than ever. The Human Capital Index (HCI)—launched in 2018 as part of the Human Capital Project—is an international metric that benchmarks the key components of human capital across economies. The HCI is a global effort to accelerate progress toward a world where all children can achieve their full potential. Measuring the human capital that children born today can expect to attain by their 18th birthdays, the HCI highlights how current health and education outcomes shape the productivity of the next generation of workers and underscores the importance of government and societal investments in human capital. The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. In the medium term, better curation and use of administrative, survey, and identification data can guide policy choices in an environment of limited fiscal space and competing priorities. In the longer term, the hope is that economies will be able to do more than simply recover lost ground. Ambitious, evidence-driven policy measures in health, education, and social protection can pave the way for today’s children to surpass the human capital achievements and quality of life of the generations that preceded them.

Book excerpt: Indonesia has begun to emerge into middle-income status, yet persistent poverty and stark inequalities continue to affect young children’s development. This book tells the story of Indonesia’s efforts to change the trajectory of development for poor children. Many countries have similar aims, but several aspects of what is reported here are especially valuable and perhaps unique. The study offers data on all aspects of health and development in a sample of rural young children, collected with internationally-validated measures, as well as household information, information about parenting practices including feeding patterns, parent questionnaires, and data on the prevalence and distribution of ECED services. The data reported in this book is based on a sample of more than 6,000 Indonesian children living in 310 poor villages, including two age cohorts (aged 1 and 4 years old when data were first collected on their development in 2009). From the start, the project aimed not only to support service provision but also to support the development of national standards, build national and district capacity, and encourage the establishment of a system of ECED quality assurance, efforts that are still in process. Few such analyses have been done with such a large sample and with multiple measures. These design features allow a high level of confidence in the results that are reported. The lessons from this book will help to inform not only this project’s further implementation but ECED initiatives in Indonesia and around the world. Thus, the results presented in this book are of significance for researchers, policy-makers, and practitioners within and beyond Indonesia. The experiences and research results discussed here are especially relevant for: • Researchers in early childhood development and program evaluation; • Policymakers within and beyond Indonesia; • Providers of early childhood services; • Professional development providers; and • Advocates for quality early childhood services.

Raising the quality of education and skills in South Asia's workforce can play a critical role in catching up to the level of development of the People's Republic of China, the Republic of Korea, and other successful Southeast Asian economies. This study reviews the development of human capital in South Asia and analyzes contributing factors to human development including policies and strategies that countries in South Asia follow.

The estimation results highlight the significant impact of the education variable on the region's financial development, emphasizing the importance of investing in education and improving educational infrastructure to enhance the quality of the workforce and stimulate economic growth. While the relationship between human capital and financial development extends beyond education alone, the estimation results reveal education as the most dominant factor influencing financial development in West Java Province. Therefore, efforts to improve the education level of the workforce should be prioritized to enhance productivity and drive economic progress. Based on the research findings, the book proposes recommendations for the local governments in West Java Province. It suggests a substantial increase in regional expenditure allocations specifically dedicated to the education and health sectors to improve the quality of education and healthcare. By prioritizing human capital development and creating an enabling environment for skills enhancement, West Java Province can pave the way for sustainable and inclusive financial growth. Book excerpt: This paper provides quasi-experimental evidence on the long-term causal effect of increases in human capital on participation in agriculture. We use variation in male educational attainment generated by Indonesia’s Sekolah Dasar INPRES program, one of the largest ever school building programs. Consistent with the first evaluation [Duflo, 2001], we find that males exposed to a higher program intensity have improved measures of human capital as adults. We then show that treated cohorts are more likely to be employed outside of agriculture–particularly in industry–and less likely to be agricultural workers. Then, exploiting variation in exposure across adjacent districts, we demonstrate that higher INPRES intensity in neighboring districts decreases non-agricultural employment and earnings, consistent with cross-district spillovers mediating the total impacts. Together, the results suggest that government investment in human capital can have profound effects on the rural economy and may help to accelerate shifts away from agriculture.

His focus: household memberships in local associations, an aspect of social capital especially relevant to daily household decisions that affect welfare and consumption.The data suggest that households with higher social capital spend more per capita. They also have more assets, more savings, and better access to credit.To estimate how social capital contributes to household welfare, Grootaert uses a reduced-form model of household welfare, which controls for relevant household and location characteristics. He measures social capital along six dimensions: density of memberships, internal heterogeneity of associations (by age, gender, education, religion, and so on), meeting attendance, active participation in decision-making, payment of dues, and community orientation.The strongest effects come from:- Number of memberships. Each additional membership (an average 20 percent increase) raises per capita household spending 1.5 percent.- Internal heterogeneity. An increase of 20 percent in the heterogeneity index correlates with 3.3 percent more spending.- Active participation in decision-making. An increase of 20 percent in the participation index correlates with 3.2 percent more spending.Grootaert also estimates structural equations and uses instrumental variable estimation and historical data to address the possible endogeneity of the social capital variable and to demonstrate that the causality runs from social capital to household welfare.This paper - a product of the Social Development Department - is part of a larger effort in the department to assess empirically the role of local institutions in the delivery of services and poverty alleviation.
