Book excerpt: El documento está organizado de la siguiente manera: primero se analiza la emergencia de un nuevo sujeto social, las mujeres, a nivel de los distintos países y la Región, que cuestiona las concepciones de género vigentes, pone nuevos temas al debate público e incorpora los problemas derivados de las desigualdades de género en las agendas públicas e institucionales. En segundo lugar, se expone el proceso mediante el cual la institucionalidad de género llegó a ser parte de la agenda institucional de Naciones Unidas y de los distintos gobiernos de la región. En tercer lugar, se reflexiona sobre los debates actuales sobre el papel del estado y se esclarece los distintos tipos de condicionantes, sociales, políticos, institucionales y simbólicos, que facilitan o inhiben la aceptación e institucionalización del género en las políticas públicas. Finalmente, a la luz de los desarrollos anteriores, se avanzan algunas consideraciones a tener en cuenta en la elaboración de las agendas de las institucionalidades de género y en el diseño de sus estrategias de acción.

Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Book excerpt: This book provides an updated comparative overview of women’s movements in Latin America and the Caribbean, filling some of the gaps left by the existing literature. It brings together case studies of nine countries – Argentina, Brazil, Chile, Colombia, Dominican Republic, Ecuador, Mexico, Nicaragua, and Peru – and includes a comparative analysis of the overall evolution of women’s rights movements across the region during the past decades. This analysis shows Latin America as the home to the largest, strongest, and most densely regionally and globally interconnected women’s rights movements in the Global South. Each chapter in this volume seeks to understand where the struggles for women’s rights come from, how they stand today and where they are headed to. To do so, they all use qualitative methodologies, and most resort to first-hand accounts of the processes described and reflections by the actors on their own experiences, collected through surveys, in-depth interviews and/or ethnographic observations. The comparative analysis of the different national case studies reveals the main struggles in which women’s rights movements are currently involved in Latin America and the Caribbean: the quest for political representation within the State and its political institutions; the fight against gender violence and the struggle for sexual and reproductive rights – especially abortion rights. Women’s Rights in Movement: Dynamics of Feminist Change in Latin America and the Caribbean will be a valuable resource for researchers, activists and policy makers interested in the struggles for women’s rights not only in Latin America and the Caribbean, but in different parts of the world.
