Book excerpt: The overall objective of the Installation Restoration Program (IRP) Phase II investigation is to assess potential contamination at past hazardous waste disposal and spill sites on Air Force installations. A series of staged field investigations may be required to meet this objective. The intention of this staged investigation is to undertake a field and laboratory study at Air Force plant 59, Johnson City NY: (1) to confirm the presence or absence of contamination with in the specified areas of investigation; (2) if possible, to determine the extent and degree of contamination and the potential for migration of those contaminants in the various environmental media; (3) to identify public health and environmental hazards of migrating pollutants based on State or Federal standards for those contaminants; and (4) to delineate additional investigations required beyond this stage to reach the Phase II objectives. Book excerpt: The identification of hazardous waste disposal sites at military installations was directed by Defense Environmental Quality Program Policy Memorandum 80-6. Phase I constitutes a records search to determine the potential, if any, for migration of toxic and hazardous materials off the installation as a result of past operations and disposal activities. The Griffiss AFB records search included a detailed review of pertinent installation records, contacts with various government and private agencies for documents relative to the search, and onsite visits. No direct evidence of off-base pollution migration was found. However, several sites were listed as potential contamination areas. It has been recommened that these areas receive additional attention to determine if pollution migration exists.

Book excerpt: In accordance with the procedures developed for the Department of Defense (DOD) Installation Restoration Program (IRP), and the EPA's April 1984 Scope of Work, a Phase II, Stage I site investigation has been performed at the Former USAF Plant No. 83 in Albuquerque, New Mexico. Investigations were conducted at identified hazardous waste storage sites and in other areas of the plant. A total of 12 monitoring wells were installed, seven (7) in the upper water-bearing zone and five (5) in the intermediate aquifer. Boreholes were continuously monitored during drilling with an OVA, with select samples being sent to the laboratory for priority pollutant analysis. Eight (8) samples of the sediment in the San Jose Drain were also obtained for analysis. Two deep wells (DWA-1 and DWA-2) were pumped for 24 hours and water levels measured in several nearby shallow wells in order to evaluate the in-situ permeability of the clay unit. Groundwater samples were obtained from all the wells during this investigation and three existing monitoring wells at the site. Contamination was suspected at the sites as a result of past spills, leaks, or waste disposal practices. A field investigation program was conducted, consisting of soil boring and sampling, and chemical analysis selected soil samples for suspected contaminants. Soil samples were analysed for total petroleum hydrocarbons (EPA 418.1), volatile organics (EPA 8240), semivolatile organics (EPA 8270), and 8 RCRA metals plus 4 other metals. No significant contaminants were found at any of the sites. No further action was recommended for these sites because contaminants were indetectably low or occurred at such low concentrations that they did not pose a threat to health or the environment. Book excerpt: The Resource Conservation and Recovery Act of 1976 was promulgated to regulate the generation, transportation, storage, treatment, and disposal of hazardous wastes. Simultaneous to the passage of RCRA, the Department of Defense devised a Comprehensive Installation Restoration Program to identify, report, and correct potential environmental deficiencies that could result in groundwater contamination and probable migration of contaminants beyond DOD installation boundaries. Engineering - Science was retained by the Air Force Engineering and Services Center on 15 July 1981 to conduct a records search for Wright-Patterson AFB, the first phase of the Installation Restoration Program. The on-site portion of the records search as performed at Wright-Patterson AFB on 29 and 30 September and 19 through 23 October 1981. During this period, formal interviews were conducted with base personnel familiar with past waste disposal practices and file searches were performed for identified facilities which have generated, handled, transported, or disposed of waste materials. This study contains a summary of Engineering - Science's findings and a rating of potential contamination for each suspected contaminated site. (Author).

Phase I of the IRP is an initial assessment and records search to locate potential environmental problems associated with waste disposal practices. The Phase II field study was conducted between March 1984 and August 1986. The investigation focused on whether environmental contamination had occurred, the magnitude and extent of the contamination, and the environmental consequences of migrating pollutants. Nine coreholes and nine groundwater monitoring wells were drilled, and sampled. Contaminants were detected in the soil and groundwater at most of the sites. The contaminants detected in the highest quantities in the groundwater were lead and benzene. However, the shallow groundwater at the base is not used for drinking water. Shallow groundwater use outside the base is unknown, but it is not believed to include drinking water supplies. Additionally, the existing aquifers are thin and discontinuous on the base so that no known immediate treat to human health exists. Each of the eleven sites was categorized according to Air Force criteria: Category I - no further investigation required, Category II - additional work needed, or Category III - institute remedial action. All sites were Category II.

During the period four IRP sites were investigated (IRP Sites 1, 6, 7, and 8). The investigation consisted of drilling 14 soil borings and installing 10 monitoring wells. At Sites 1 and 6, no contaminants in the soil or groundwater were found above State and Federal cleanup levels; and a Decision Document to support no further action is recommended. At Sites 7 and 8, no contaminants were found in the soil above State and Federal cleanup levels; and a Decision Document to support no further action with respect to soil contamination is recommended. At Sites 7 and 8, groundwater contamination above State and Federal cleanup levels was detected. The contamination included petroleum hydrocarbons, chlorinated solvents, and dissolved metals. It is recommended that an Engineering Evaluation/Cost Analysis be prepared to evaluate remedial alternatives for the groundwater at Sites 7 and 8.

Book excerpt: A Phase II, Stage I site investigation has been performed at the USAF Plant No. 59 (AFP 59) in Johnson City, New York. AFP 59 is located in an industrial area adjacent to the Susquehanna River. The site overlies the Clinton Street-Ballpark Valley aquifer which consists of glacial valley fill sediments of clay, silt, sand and gravel. This aquifer is a major source of groundwater in the area and has been designated a sole source aquifer. As part of the field investigation a total of three shallow monitoring wells were installed to depths of 26-29 feet. Three shallow test borings (10 feet) were also drilled near the plating operations. Fifteen (15) subsurface soil samples plus QA/QC samples were submitted for laboratory analysis. The solid samples showed trace levels of EP Toxicity metals which were below EP Toxicity maximum contaminant levels. Groundwater samples were collected from the 3 wells installed during the investigation and from one production well at the site. Two metals (cadmium and lead) and two organics (trichloroethane and trans-1,2-dichloroethene) were detected in samples at levels equal to or in excess of current relevant criteria, standards or guidance values. Analytical results indicate some correlation with chemicals reportedly stored and used in industrial processes at AFP 59 in the past. The distribution of similar contaminants in groundwater and soil were inconsistent throughout the site. A major receptor near AFP 59 is the impact this contamination may have on municipal water supply wells within 1000 feet southwest of the site. (aw).

MacArthur from Jan. 21 to Jan. 25, 1985. Past and current employees were interviewed, records were reviewed, regulatory agencies were contacted, and a ground reconnaissance was conducted. Past waste handling and diposal practices were evaluated, and nine past waste disposal or spill sites were identified. The sites were evaluated for potential for contamination and migration of contaminants using a decision tree process. All nine sites were found to have no potential for residual contamination and/or contaminant migration. Therefore, no Phase II confirmatory sampling and analysis programs are recommended for these sites. Operations at one of the sites need to be reviewed by the base environmental program and modifications made in accordance with state and federal regulations.
