Book excerpt: A problem confirmation study was performed at seven sites on Chanute AFB identified in the Phase I investigation as requiring further study (Fire Training Areas 1 and 2, Landfill Nos. 1,2,3 and 4, and Building 932 Fuel Oil Storage Area). The field investigation was conducted from October 1984 to June 1985 and included the installation of 25 monitor wells, collection and analysis of groundwater samples from monitor wells, and collection and analysis of soil samples from the Building 932 Area. Analytes include VOA, TOC, TDS, Oil and Grease, EP Toxicity, Ignitibility, Xylene, Phenol, Chromium, 2,4-D and 2,4,5-TP. Based on the hydro-geologic complexity of the physical setting and findings of the sampling and analytical work, follow-on investigations have been recommended at all seven sites.

This program is called the Installation Restoration Program (IRP). The IRP has four phases consisting of Phase I, Installation Assessment/Records Search; Phase II, Confirmation/Quantification; Phase III, Technology Base Development; and Phase IV, Operation/Remedial Actions. Engineering-Science (ES) was retained by the United States Air Force to conduct the Phase I, Initial Assessment/Records Search.

Book excerpt: The Resource Conservation and Recovery Act of 1976 was promulgated to regulate the generation, transportation, storage, treatment, and disposal of hazardous wastes. Simultaneous to the passage of RCRA, the Department of Defense devised a Comprehensive Installation Restoration Program to identify, report, and correct potential environmental deficiencies that could result in groundwater contamination and probable migration of contaminants beyond DOD installation boundaries. Engineering - Science was retained by the Air Force Engineering and Services Center on 15 July 1981 to conduct a records search for Wright-Patterson AFB, the first phase of the Installation Restoration Program. The on-site portion of the records search as performed at Wright-Patterson AFB on 29 and 30 September and 19 through 23 October 1981. During this period, formal interviews were conducted with base personnel familiar with past waste disposal practices and file searches were performed for identified facilities which have generated, handled, transported, or disposed of waste materials. This study contains a summary of Engineering - Science's findings and a rating of potential contamination for each suspected contaminated site. (Author).

Book excerpt: Air Force Plant No. 83, otherwise known as General Electric Aircraft Engine Business Group's Albuquerque Plant, is located in the southern portion of Albuquerque, New Mexico. The plant site is approximately one mile due west of Kirtland AFB. The facility is comprised of approximately 30 major buildings which cover 586,790 square feet within a 33-acre area. General Electric Company (GE) operates industrial facilities at Air Force Plant No. 83. GE has been at Plant No. 83 since 1967, when the Air Force assumed ownership of the plant from the Atomic Energy Commission. GE operations involve the manufacturing of aircraft engine parts, sub-assemblies, and spare parts for military and commercial jet engines. Conclusions have been developed based on the results of the project team's field inspection, review of base records and files, and interviews with base personnel. Each of the five sites were ranked using the HARM system and were determined to have a sufficient potential for environmental contamination to warrant some degree of follow-on investigation. These sites are: North parking lot; Hazardous waste storage Nos. 1, 3, and 4; and Underground cyanide vault.

Book excerpt: An installation Restoration Program Phase I Records Search was conducted of New Boston Air Force Station from Feb. 11 to Feb. 15, 1985. Past and current employees were interviewed, records were reviewed, regulatory agencies were contacted, and a ground reconnaissance was conducted. Past waste handling and disposal practices were evaluated, and twelve past waste disposal or spill sites were identified. The sites were evaluated for potential for contamination and migration of contaminants using a decision tree process. Nine sites were found to have no potential for residual contamination and/or contaminant migration and were deleted from further consideration. Three sites were found to have a potential for contaminant migration and were assessed using the Hazard Assessment Rating Methodology (HARM), and Phase II confirmatory sampling and analysis programs are recommended for these sites. In addition, actions for five disposal sites are recommended for inclusion in the Base Environmental Program. No direct evidence of off-base pollution migration was found. However, several sites were listed as potential contamination areas. It has been recommened that these areas receive additional attention to determine if pollution migration exists.

A decision was then made, based on all of the above information, regarding the potential for hazardous materials contamination at any of the identified sites.
