Book excerpt: The Resource Conservation and Recovery Act of 1976 was promulgated to regulate the generation, transportation, storage, treatment, and disposal of hazardous wastes. Simultaneous to the passage of RCRA, the Department of Defense devised a Comprehensive Installation Restoration Program to identify, report, and correct potential environmental deficiencies that could result in groundwater contamination and probable migration of contaminants beyond DOD installation boundaries. Engineering - Science was retained by the Air Force Engineering and Services Center on 15 July 1981 to conduct a records search for Wright-Patterson AFB, the first phase of the Installation Restoration Program. The on-site portion of the records search as performed at Wright-Patterson AFB on 29 and 30 September and 19 through 23 October 1981. During this period, formal interviews were conducted with base personnel familiar with past waste disposal practices and file searches were performed for identified facilities which have generated, handled, transported, or disposed of waste materials. This study contains a summary of Engineering - Science's findings and a rating of potential contamination for each suspected contaminated site. (Author).

The Department of Defense (DOD) has issued Defense Environmental Quality Program Policy Memorandum 81-5 which requires the identification and evaluation of past hazardous material disposal sites on DOD property, the control of migration of hazardous contaminants, and the control of hazards to health or welfare that resulted from these past operations. This program is called the Installation Restoration Program (IRP). The IRP will serve as a basis for response actions on Air Force installations under the provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980. Phase II involves a comprehensive preliminary environmental and/or ecological survey to define and quantify the presence or absence of contamination that may adversely affect public health or the environment.

The purpose of the IRP is to assess and control both potential and actual migration of environmental contamination that may have resulted from past operations and disposal practices on DoD facilities. In response to the Resource Conservation and Recovery Act of 1976 (RCRA) and in anticipation of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA or 'Superfund'), the DoD issued a Defense Environmental Quality Program Policy Memorandum (DEQPPM) dated June, 1980 (DEQPPM 80-6), requiring identification of past hazardous waste disposal sites on DoD agency installations. The Installation Restoration Program has been developed as a four-phase program as follows: Phase I: Problem Identification/Records Search; Phase II: Problem Confirmation and Quantification; Phase III; Technology Base Development; Phase IV: Corrective Action. Only the Phase II Problem Confirmation portion of the IRP effort at Westover Air Force Base was part of this Task Order.

Book excerpt: An Installation Restoration Program (IRP) Phase II, Stage 1 investigation was conducted at USAF Plant 42 in Palmdale, California, to confirm the presence or absence of contamination at 23 sites. Contamination was suspected at the sites as a result of past spills, leaks, or waste disposal practices. A field investigation program was conducted, consisting of soil boring and sampling, groundwater sampling, and chemical analysis of environmental samples (water and soils) for suspected contaminants. No significant contaminants were found at 17 of the sites. Fuel contamination (petroleum hydrocarbons or oil & grease) was detected at 5 sites, 3 of which also had volatile organics present. Remedial action was recommended for 2 sites because of the location and amount of contaminants detected.

Book excerpt: In the last 30 years or more, the Army has been engaged in manufacturing and various other operations at a number of installations throughout the United States. As a result of these operations, the installations have become contaminated with various chemical, biological, and radiological materials. The contaminates were deposited in disposal basins, Burial pits, test sites, impact ranges, production facilities, demilitarization areas, and storage yards. Although some of these areas were contaminated unintentionally through accidental spills or munitions deteriorating in storage, most of the contamination stemmed from intended and legitimate operations. To date, some 50 DARCOM installations have been initially identified as possibly having serious contamination problems. The army realized, of course, that a program to restore these installations to a point where they would be suitable for public use would be a technically complex and costly undertaking. The technology base was shallow and in many areas the state-of-the-art would have to be advanced. Estimates of cost and time were substantial. As a result of the technical complexity, high cost, political visibility, and involvement of a wide range of federal agencies, in August 1975 this effort was placed under project management control.

Book excerpt: Ecology and Environment, Inc., was retained by the USAFOEHL/TS to provide technical and analytical services in support of the Air Force Installation Restoration Program (IRP). These services were applied to the Phase II, stage 1, investigation at Air Force Plant 3, Tulsa Oklahoma. The investigation included records searches, geophysical studies, and sampling of surface and subsurface soils and groundwater. Samples were analyzed for various parameters including volatile organics, oil and grease, TOX, TOC, phenols, PCBs, and titanium. Results of the investigation indicated that past waste handling and disposal practices had caused various degrees of soil and groundwater contamination at six of the seven sites. Follow-up (Stages 2) work has been recommended at five sites to better define the extent of contamination. One site was judged to require no follow-up action, and one site is recommended for Phase IV (remedial action) work.
