Book excerpt: El presente Proyecto de Final de Carrera se centra en el estudio de las medidas de protección contra incendios de un edificio destinado a hotel de apartamentos en Barcelona. Para ello se han aplicado las pautas establecidas en el Documento Básico SI Seguridad en caso de incendio del Código Técnico de la Edificación además de otras normativas de aplicación, como la Ordenanza Reguladora de las Condiciones de Protección Contra Incendios de Barcelona, de carácter más restrictivo. El proyecto está estructurado en dos grandes bloques. En el primero se abordan las medidas de protección pasiva que tienen como objetivo garantizar, en caso de incendio, el confinamiento y el control del mismo. Se realizará una compartimentación del establecimiento en sectores de incendio y se describirán otras medidas para garantizar la seguridad. En este bloque también se incluye el cálculo de la ocupación prevista, la distribución de las salidas de emergencia y los recorridos de evacuación así como la justificación del correcto dimensionado de los medios de evacuación. En el segundo bloque se abordan las medidas de protección activa, destinadas a detectar el incendio, transmitir la alarma a los ocupantes y extinguirlo o en su defecto limitar su propagación. En este apartado se definen las características y los equipos de lucha contra el fuego como son extintores, bocas de incendio equipadas, instalación automática de extinción (rociadores), columna seca, hidrantes y las instalaciones de abastecimiento de agua, detección y alarma, detección de monóxido y señalización y alumbrado de emergencia. Se complementa toda la documentación escrita con una colección de planos en la que se detallan de manera gráfica todas los aspectos definidos en la memoria. Para concluir, se completa el proyecto con un estudio de impacto ambiental, un estado de mediciones, un presupuesto, un pliego de condiciones técnicas y un Estudio Básico de Seguridad y Salud, proporcionándole al proyecto una visión integral de un proyecto ejecutivo de instalaciones de protección contra incendios.

The principal topic addressed here is the nature of experimental poetry in revolutionary social contexts. In particular, at the beginning of the 1900s, the rehabilitative ideal was enthusiastically trumpeted and helped to direct the renovation of the correctional system (e.g., implementation of indeterminate sentencing, parole, probation, a separate juvenile justice system). For the next seven decades, offender treatment reigned as the dominant correctional philosophy. Then, in the early 1970s, rehabilitation suffered a precipitous reversal of fortune. The larger disruptions in American society in this era prompted a general critique of the “state run” criminal justice system. Rehabilitation was blamed by liberals for allowing the state to act coercively against offenders, and was blamed by conservatives for allowing the state to act leniently toward offenders. In this context, the death knell of rehabilitation was seemingly sounded by Robert Martinson's (1974b) influential “nothing works” essay, which reported that few treatment programs reduced recidivism. This review of evaluation studies gave legitimacy to the antitreatment sentiments of the day; it ostensibly “proved” what everyone “already knew”: Rehabilitation did not work. In the subsequent quarter century, a growing revisionist movement has questioned Martinson's portrayal of the empirical status of the effectiveness of treatment interventions. Through painstaking literature reviews, these revisionist scholars have shown that many correctional treatment programs are effective in decreasing recidivism. More recently, they have undertaken more sophisticated quantitative syntheses of an increasing body of evaluation studies through a technique called “meta-analysis.” These meta-analyses reveal that across evaluation studies, the recidivism rate is, on average, 10 percentage points lower for the treatment group than for the control group. However, this research has also suggested that some correctional interventions have no effect on offender criminality (e.g., punishment-oriented programs), while others achieve substantial reductions in recidivism (i.e., approximately 25 percent). This variation in program success has led to a search for those “principles” that distinguish effective treatment interventions from ineffective ones. There is theoretical and empirical support for the conclusion that the rehabilitation programs that achieve the greatest reductions in recidivism use cognitive-behavioral treatments, target known predictors of crime for change, and intervene mainly with high-risk offenders. “Multisystemic treatment” is a concrete example of an effective program that largely conforms to these principles. In the time ahead, it would appear prudent that correctional policy and practice be “evidence based.” Knowledgeable about the extant research, policymakers would embrace the view that rehabilitation programs, informed by the principles of effective intervention, can “work” to reduce recidivism and thus can help foster public safety. By reaffirming rehabilitation, they would also be pursuing a policy that is consistent with public opinion research showing that Americans continue to believe that offender treatment should be an integral goal of the correctional system.

One world had ended and a new, uncertain one was beginning. Regime change had come on a global scale: across Asia (including China, Korea, Indochina, and the Philippines, and of course Japan) and all of continental Europe. Out of the often vicious power struggles that ensued emerged the modern world as we know it. In human terms, the scale of transformation is almost impossible to imagine. Great cities around the world lay in ruins, their populations decimated, displaced, starving. Harsh revenge was meted out on a wide scale, and the ground was laid for much horror to come. At the same time, in the wake of unspeakable loss, the euphoria of the liberated was extraordinary, and the revelry unprecedented. The postwar years gave rise to the European welfare state, the United Nations, decolonization, Japanese pacifism, and the European Union. Social, cultural, and political “reeducation” was imposed on vanquished by victors on a scale that also had no historical precedent. Much that was done was ill advised, but in hindsight, as Ian Buruma shows us, these efforts were in fact relatively enlightened, humane, and effective. A poignant grace note throughout this history is Buruma’s own father’s story. Seized by the Nazis during the occupation of Holland, he spent much of the war in Berlin as a laborer, and by war’s end was literally hiding in the rubble of a flattened city, having barely managed to survive starvation rations, Allied bombing, and Soviet shock troops when the end came. His journey home and attempted reentry into “normalcy” stand in many ways for his generation’s experience. A work of enormous range and stirring human drama, conjuring both the Asian and European theaters with equal fluency, Year Zero is a book that Ian Buruma is perhaps uniquely positioned to write. It is surely his masterpiece.
