It is a source of reference for the planning, inspection and reporting of mooring hardware conditions in a standardized format.1-2 PURPOSE: This handbook provides guidance for the planning, inspection, assessment, and reporting of mooring hardware conditions. It should be used as a tool for helping personnel tasked with maintaining the readiness of shore side facilities for use by the fleet and in support of military marine operations. The Mooring Hardware Report has the following objectives: * Establish adequacy of mooring facilities. * Enable facility users to develop efficient berthing plans. * Establish baseline data on existing mooring hardware and berthing capacity. * Provide facility users with information sufficient to determine level of effort to maintain or upgrade existing capacity.

Book excerpt: An underwater inspection of the condition of the mooring chains of the ARDM-2, USS ALAMOGORDO, moored in the Cooper River at the U.S. Naval Ammunition Depot, Charleston, S.C., was requested of the Ocean Engineering and Construction Project Office (FPO-1) and the Underwater Construction Team One (UCT-1) by the Naval Facilities Engineering Command by COMNAVFAC msg 101944Z August 1978. FPO-1 was tasked to provide the inspection criteria and procedures, provide an on-site field engineer, interpret the data and prepare the inspection report. UCT-1 was tasked with performing the underwater inspection. The mooring inspection plan is provided as Appendix 1 and the mooring inspection was completed in November 1978. This report describes the inspection procedures, inspection equipment, inspection criteria and summarizes the obtained data. Recommendations concerning the derating of the ARDM-2 mooring chains which did not meet the prescribed criteria are presented. Precautions to be followed in future inspections and potential areas are discussed.

Book excerpt: The purpose of mooring inspections is to determine the general physical condition of the buoys and chain assemblies and, when possible, to verify or update existing as-built and maintenance records. Underwater inspections performed by divers sample only a portion of the submerged buoy hull and chain assemblies in order to compile a general description of the mooring's condition. The existence of fairly consistent measurements during this 'selective sampling' inspection provides a good indication of the installation's overall condition. It should be kept in mind that periodic underwater inspections are intended as an expeditious and relatively inexpensive supplement to accurate maintenance records. A such, they cannot fully substitute for a complete inspection involving recovery of the mooring and the measurement and evaluation of each component.
