Book excerpt: Catastrophic failures of non-composite prestressed precast concrete adjacent-box beam bridges have occurred in several states due to corrosion of the prestressing steel. These failures have highlighted the need to improve methods used to detect corrosion damage and subsequently load rate the damaged members. In light of this, PennDOT initiated a research program aimed at improving inspection techniques through evaluation of off-the-shelf non-destructive testing (NDT) technologies and correlation of surface conditions with non-visible strand corrosion. Funding for the project was provided by the departments of transportation of Pennsylvania (the lead agency), New York, and Illinois. Currently, the inspection of concrete box girder sections relies on visual methods which correlate longitudinal and transverse cracking, spalling, and exposed strands with the rated level of performance of the member. While the visual method provides a qualitative estimate of the amount of damage, the specific location along a strand and the amount of damage to the strands is not clearly defined. As a result, the assessment of the condition of the bridge could in some cases result in an un-conservative or overly-conservative estimate of remaining strength. Furthermore, without a high level of accuracy in locating damage to the strands, remediation and rehabilitation is difficult to accomplish. To improve on the current inspection techniques the visual inspection requirements are revisited through an extensive destructive evaluation study. In addition, NDT methods are evaluated and compared with actual damage present in a group of 40- 50 year old box beams removed from service. The goal of this project is to determine if visual inspection techniques or currently available NDT technologies will allow for accurate identification of non-visible corrosion of prestressing strands.

Four different options for SLD are given: - a full probabilistic approach, - a semi probabilistic approach (partial factor design), - deemed to satisfy rules, - avoidance of deterioration. The service life design approaches described in this document may be applied for the design of new structures, for updating the service life design if the structure exists and real material properties and/or the interaction of environment and structure can be measured (real concrete covers, carbonation depths), and for calculating residual service life. The bulletin is divided into five chapters: 1. General 2. Basis of design 3. Verification of Service Life Design 4. Execution and its quality management 5. Maintenance and condition control It also includes four informative annexes, which give background information and examples of procedures and deterioration models for the application in SLD. The format of Bulletin 34 follows the CEB-FIP tradition for Model Codes: the main provisions are given on the right-hand side of the page, and on the left-hand side, the comments. Book excerpt: This report describes a technology review, field surveys, and laboratory investigations into the corrosion of prestressed concrete highway bridge elements and conventional repair methods used for these structures. Details of the technology review and field surveys are given in an Interim Report (FHWA-RD-95-041). Subsequent to completion of the field surveys, a laboratory program designed to evaluate corrosion performance of conventional concrete repair materials was initiated. Test specimens were precorroded by application of anodic current while exposed to chloride solutions. In order to study conventional concrete repairs, it was necessary to remove concrete from preselected areas on each purposely corroded test specimen and replace the chloride-contaminated/deteriorated original concrete with repair materials. Materials evaluated included conventional portland cement concrete, latex-modified fiber-reinforced patching mortar, and silica fume concrete containing either organic or inorganic corrosion inhibitors. Specimens where concrete was not removed were used to study the effects of sealers and coating applied on concrete surfaces to mitigate ongoing corrosion. All specimens were exposed for approximately 200 weeks to a 15% solution of sodium chloride after repair. At the conclusion of exposure, patches were removed from repair specimens and the steel and the applied coatings were examined.

A total of five bridges were subjected to detailed surveys. Additional structures were surveyed visually and given limited investigation. Bridges were located both in northern climates subjected to application of roadway deicing salts and in southern areas subjected to marine spray. Results indicated that, in northern areas, primary cause of deterioration of PS/C members is due to penetration of solutions containing deicing salts through concrete cover and through anchorage zones. Improperly designed and maintained joints and drainage systems are the primary pathways for the salt ingress. In southern areas primary cause of deterioration is marine salts sprayed directly onto substructural elements by wave action. Recommendations concerning procedures, parameters and threshold values for detection of corrosive environments and assessing the condition of prestressing steel in bridge components are included.

Book excerpt: The Iowa Department of Transportation initiated this research to evaluate the realiability, benefit and application of the corrosion detection device. Through field testing prior to repair projects and inspection at the time of repair, the device was shown to be reliable. With the reliability established, twelve additional devices were purchased so that this evaluation procedure could be used routinely on all repair projects. The corrosion detection device was established as a means for determining concrete removal for repair. Removal of the concrete down to the top reinforcing steel is required for all areas exhibiting electrical potentials greater than 0.45 Volt. It was determined that the corrosion detection device was not applicable to membrane testing. The corrosion detection device has been used to evaluate corrosion of reinforcing steel in continuously reinforced concrete pavement.

Key components of a comprehensive bridge file are defined in Section 2. The record of each bridge in the file provides the foundation against which changes in physical condition can be measured. Changes in condition are determined by field inspections. The types and frequency of field inspections are discussed in Section 3 as well as specific inspection techniques and requirements.
