Book excerpt: Impact benefit agreements have become a popular tool to manage and mitigate the impacts of resource development activities, and share the monetary and/or non-monetary benefits from development activities with impacted communities. The largely confidential nature of these agreements has made it difficult for communities to learn from past agreements and associated outcomes. This report provides practical recommendations for designing equitable fiscal regimes in IBAs. This report identifies, describes, and qualitatively assesses fiscal instruments and systems for extractive industries using a set of potential community objectives. Then, a method to quantitatively evaluate alternative fiscal regimes is employed for the base metal mining sector, using a modified discounted cash flow model of a representative base metal mine. The results suggest that more aggressive fiscal regimes could be negotiated for IBAs in the base metal mining sector while still ensuring that a given resource project is economically viable. The study also suggests that combining a few fiscal instruments can help to balance between the inherent trade-offs of a given fiscal instrument.

Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. Book excerpt: This manual introduces key concepts and methodology used by the Fiscal Affairs Department (FAD) in its fiscal analysis of resource industries (FARI) framework. Proper evaluation of fiscal regimes for extractive industries (EI) requires economic and financial analysis at the project level, and FARI is an analytical tool that allows such fiscal regime design and evaluation. The FARI framework has been primarily used in FAD’s advisory work on fiscal regime design: it supports calibration of fiscal parameters, sensitivity analysis, and international comparisons. In parallel to that, FARI has also evolved into a revenue forecasting tool, allowing IMF economists and government officials to estimate the composition and timing of expected revenue streams from the EI sector, analyze revenue management issues (including quantification of fiscal rules), and better integrate the EI sector in the country macroeconomic frameworks. Looking forward, the model presents a useful tool for revenue administration practitioners, allowing them to compare actual, realized revenues with model results in tax gap analysis.

The past few years have seen an increasing number of countries committed to net-zero targets, preceded by a surge of modelled 1.5°C scenarios envisioning large-scale future CDR deployment. The prospect of CDR deployment raises new complex socio-ecological challenges, and presents new deep uncertainties. These complexities, challenges and uncertainties cannot be investigated using solely the techno-economic modelling and environmental risk-assessment methods that currently dominate the construction of policy-relevant knowledge on CDR. Social sciences and the humanities perspectives on CDR are often restricted to instrumental tasks such as investigating public acceptance, overcoming social resistance or supporting the development of integrated assessment models. There is a need for more diverse investigations of CDR which include not only environmental and techno-economic dimensions, but also explore key societal complexities, challenges and uncertainties. Against this backdrop, we call for submissions on CDR stemming from perspectives within the social sciences and humanities. We encourage novel empirical and theoretical contributions on: – CDR-related policy design or analyses of recent policy developments at sub-national, national and international levels of governance, e.g., in context of climate targets and strategies, climate tipping points, mitigation deterrence or societal transformations.
