Book excerpt: Contemporary public administration research has marginalized the importance of “taking history seriously.” With few exceptions, little recent scholarship in the field has looked longitudinally (rather than cross-sectionally), contextually, and theoretically over extended time periods at “big questions” in public administration. One such “big question” involves the evolution of American administrative reform and its link since the nation’s founding to American state building. This book addresses this gap by analyzing administrative reform in unprecedented empirical and theoretical ways. In taking a multidisciplinary approach, it incorporates recent developments in cognate research fields in the humanities and social sciences that have been mostly ignored in public administration. It thus challenges existing notions of the nature, scope, and power of the American state and, with these, important aspects of today’s conventional wisdom in public administration. Author Robert F. Durant explores the administrative state in a new light as part of a “compensatory state”—driven, shaped, and amplified since the nation’s founding by a corporate–social science nexus of interests. Arguing that this nexus of interests has contributed to citizen estrangement in the United States, he offers a broad empirical and theoretical understanding of the political economy of administrative reform, its role in state building, and its often paradoxical results. Security concerns are surging to the foreground. New or neglected economic and social problems demand fresh thinking and deft action. Technology-driven improvements in the business sector raise citizens’ expectations for performance. Government’s capacity to deliver, meanwhile, too often falls short. The perception of government as bureaucratic and inflexible—and the blunt reality of uncompetitive salaries—can make talented people hesitate to take on public jobs. Many civic-minded young Americans opt reluctantly for business careers or turn to the nonprofit sector as a more appealing setting for doing good. Yet as John Adams advised his son, “public business must be done by someone.” In our day, as Adams’s, the urgency and complexity of much public business call for the talents of the very best. In this wide-ranging book, scholars from the Visions of Governance in the Twenty-First Century program at Harvard University examine what is broken in public service and how it can be fixed. Three interrelated long-term trends are changing the context of government in this century: “marketization,” globalization, and the information revolution. These forces are acting to diffuse a degree of power, responsibility, and even legitimacy away from central governments. Public service in the era of distributed governance depends less on traditional aptitudes for direct administration and more on a subtler, sophisticated set of analytical and managerial skills. Community-based responses to natural resource problems in the American West have demonstrated the potential of local initiatives both for finding common ground on divisive issues and for advancing the common interest. The first chapter of this enlightening book diagnoses contemporary problems of governance in natural resources policy and in the United States generally, then introduces community-based initiatives as responses to those problems. The next chapters examine the range of successes and failures of initiatives in water management in the Upper Clark Fork River in Montana; wolf recovery in the northern Rockies; bison management in greater Yellowstone; and forest policy in northern California. The concluding chapter considers how to harvest experience from these and other cases, offering practical suggestions for diverse participants in community-based initiatives and their supporters, agencies and interest groups, and researchers and educators.

Now the goal is a federal civilian workforce reduction of 12 percent by the year 2000. Three case studies -- of the Defense Logistics Agency, the Bureau of Reclamation, and the Food and Drug Administration -- illustrate the organizational, managerial, and human dimensions of attempting to improve performance with reduced resources. The author draws on extensive interviews with senior executives and middle managers in the three agencies; at the General Accounting Office, the Office of Personnel Management, and the National Performance Review; the Senior Executives Association and the Federal Managers Association; and scholars and researchers. In a larger sense, this work pushes the boundaries of knowledge concerning organizational change and makes a significant contribution to organization theory. It offers important new insights not only for public sector managers but for organization theorists and management specialists whose work on downsizing has been presumed but not shown to be applicable to the public sector.
