Book excerpt: The security situation in Nigeria appears to be speaking unintelligible language only terrorists and insurgencies can understand that is elusive to conventional security. Without security, a country is at the mercy of innumerable threats, and thus vulnerable, and, most crucially, the human capital for sustainable development becomes a quagmire. This paper however identified human capital as driver of sustainable development and veritable tool for national investment. The expression is that through this medium Nigeria can formulate policies, and thus sharpen her economy for the common good of her citizens. The paper therefore contends that, the overwhelming characterization of human capital development vis-à-vis the technological implications and socioeconomic challenges of globalization trends are catalysts for national development. It is against this politics of globalization that the paper interrogates the relationship between insecurity and human capital development with Democratic Peace Theory and analyzed the significance of human capital in the overall development of Nigeria. The findings revealed that insecurity is a pivotal factor hindering human capital for sustainable development. The methodology utilized in this study was a desk-based library technique where the knowledge gained from various historiographical, theoretical, and empirical studies reviewed form the basis for conclusion.

Book excerpt: This paper identified some challenges towards sustainable development in Nigeria and these challenges need to be properly addressed if sustainable development is to take place. Sustainable development can only flourish in an environment when there is peace. Peace is security and security promotes sustainable development. These challenges among other are political inability, violence, inter-communal clashes, religious extremism (Boko-Haram) Niger Delta crisis, unemployment, environmental pollution, oil spillage and other crisis ravaging in Nigeria. With all these challenges, how can the beauty, wealth and achievements of the nation be sustained? The 21st century youths need to be carried along with sustainable development to be materialized. The study explored a descriptive survey method to systematically collect and describe data regarding a given population. One thousand six hundred and eighty four youths were randomly selected from six states in South West of Nigeria. An in-depth interview and questionnaire were used to collect data. The instrument employed was self-generated and the instrument was validated, while the reliability of the instrument was done by test-re-test method. Four research questions were generated. The results of the investigation showed that there were decreasing human welfare and human capital knowledge has reduced in recent time. High rate of unemployment and poverty are common among the youth. The paper concluded with some recommendations of behaviour modification approach for the youths, promotion of peace in Nigeria with great attention pay to vocational education and employment of youths. Counseling input into Nigerian polity and national development is important at this time.

However, the paper posits that the form of education that will translate to economic growth, especially, in Nigeria must place emphasis on the access to, content and openness of the education programmes to labour market demand. In today's world, human capital development is crucial for attaining a sustainable economic growth and development. To create a knowledge based economy, in the light of technological advancements and globalization, there is the inevitable need to increase innovative capacity and transmission of knowledge. Higher Education is a prerequisite for the production of highly competent experts, which in turn, contributes to the development of organizations and the economy at large. Higher Education therefore is expected to play an important and increasing role in the development of Human Capital of a nation. Nevertheless, the problem of inability to gain access into university, inadequate funding and the mismatch between university programmes and the labour market demand have become serious and alarming issues to parents, policy makers and the society at large. This paper, therefore, examines the nexus between higher education (HE) and human capital development. The paper proceeds to identify the challenges confronting HE and human capital development in Nigeria and proposes, in particular, the diversification of HE curriculum to meet the need of the labour market and generate a wider fiscal space for the nation's economic development. Finally, the paper recommends the introduction of Public-Private Partnerships in HE in order to improve the performance of the educational system in general and increase the payoff from higher education investment in particular.

Addressing these challenges seems to be difficult despite all efforts by the government both present, and past to salvage the situation. Against this backdrop, the main objective of the study is to examine the impact of human capital development on unemployment in Nigeria. The study was estimated using multiple regression technique. The variables considered were unemployment as the dependent variable while government education and health expenditures, mortality rate, primary school enrollment, inflation rate, foreign direct investment, and trade openness are the independent variables. The Ordinary Least Squares (OLS) estimation technique was used in estimating the values of the parameters. The regression result showed that mortality rate and trade openness have significant impact on unemployment in Nigeria; government health expenditure, mortality rate, FDI and trade opennes have negative relationships with unemployment; government education expenditure, primary school enrollment and inflation rate have positive relationships with unemployment. Based on the findings of the study, the study recommends among others that there should be proper monitoring and accountability of government funds allocated to the health sector to prevent diversion of these funds.

Book excerpt: Notably, the 20th century was dominated by the legacy of devastating global wars, colonial struggles, and ideological conflicts as well as effort s to establish international systems that would foster global peace and prosperity. Yet, insecurity and corruption not only remain, they have become the primary development challenges of the 21st century. In particular, new threats such as organized crime, trafficking, civil unrest and terrorism have supplemented continued pr-occupation with conventional war between and within countries. In other words, risks are evolving with new threats to stability arising from international organized crime and global economic instability. Thus, a fundamental rethink is needed on the approaches of international actors to manage global risks collectively. This paper therefore argues that strengthening legitimate institutions and governance to provide citizen security, justice and jobs is crucial to break cycles of violence while stimulating development in Africa. Furthermore, defeating a terrorist network requires African nations to work with international partners to disrupt criminal and terrorist financial networks as well as eliminating the safe havens that protect (and facilitate) this activities. Perhaps, the key solution may be the biblical decree that stated that the weapons of our warfare are not carnal but mighty through GOD in pulling down strongholds and demonic imaginations. As a road-map to sustainable development, the paper recommends the need for restoring confidence, transforming institutions(procedures), providing specialized assistance, acting regionally(globally) to reduce external(internal) stresses on fragile(failed)states of Africa. For the Nigerian case, break-up might be inevitable and revolutionary.
