In contrast to today's largely linear, 'take-make-use-dispose' economy, a circular economy represents a development strategy that enables economic growth while aiming to optimise the chain of consumption of biological and technical materials. A deep transformation of production chains and consumption patterns is envisaged to keep materials circulating in the economy for longer, re-designing industrial systems and encouraging cascading use of materials and waste. Although there are some elements of circularity such as recycling and composting in the linear economy (see Figure E1) where progress needs to be maintained, a circular economy goes beyond the pursuit of waste prevention and waste reduction to inspire technological, organisational and social innovation across and within value chains (see Figure E2). There are already several policies in place and activities underway that support a circular economy; however there remain a range of untapped opportunities, costs to be avoided and obstacles to be addressed in order to accelerate the move towards a circular economy in the EU. Against this backdrop, the European Commission (DG Environment) launched a Scoping study to identify potential circular economy actions, priority sectors, material flows & value chains. The study was carried out by the Policy Studies Institute (PSI), Institute for European Environmental Policy (IEEP), BIO and Ecologic Institute between November 2013 and July 2014. The aim of the study was to provide an initial scoping assessment of potential priorities and policy options to support the transition to a circular economy in the EU. The study reviewed existing literature, identified potential priority areas for action where accelerating the circular economy would be beneficial and where EU policy has a particular role to play, and developed policy options for consideration across a range of areas.

Book excerpt: This project identifies a wide variety of product groups which have a high potential in terms of circularity and the extent to which existing policies and legal instruments address this potential at the EU level. It then identifies best practice in EU Member States and outside the EU and presents potential options for improving the contribution of the EU product policy framework to circular economy. The potential of the presented options is estimated in carbon benefit terms. While the EU product policy framework as it stands supports some aspects of the Circular Economy, and new legislation and initiatives are addressing circularity in a more systematic fashion, coverage remains somewhat fragmented overall. The study concludes that a more circular economy can only be made fully effective through a more integrated approach, using a variety of complimentary policy instruments to deal with market failures on the supply side and the demand side; ensuring that the lowest quality items cannot be placed on the EU market through minimum Eco-design requirements, incentivising production of more circular products through EPR, improving reuse and waste management activities and creating strong markets for more circular products and recycled materials, for example through better product labelling and mandatory GPP.

Book excerpt: In the EU Action Plan for the Circular Economy, the European Commission defines circular economy as follows: "In a circular economy the value of products and materials is maintained for as long as possible; waste and resource use are minimised, and resources are kept within the economy when a product has reached the end of its life, to be used again and again to create further value". Circular economy provides economic opportunities, but SMEs still face many obstacles. Shifting to a circular economy requires the involvement of many actors across existing industrial value chains and regions in Europe. This report offers a first glimpse to the experience, perspectives and specific role of two of the key actors driving such shift: 1) EU industry clusters: offer a nurturing environment to effectively promote circular economy business models among their members, given their direct contact to companies and SMEs and their understanding of the core business processes and needs. Cluster managers, knowing the region and the sector, often consider themselves a 'spider in the web' who can connect different stakeholders and tailor their approach to the needs of companies in their cluster. 2) Regional policymakers: having a more formal and facilitating role compared to cluster organisations. They support the transition to circularity by introducing schemes and measures at local level, influencing national policies and by providing financial and other means of support. This report synthesises the conclusions of the session "Circular Europe" that took place during the European Cluster Conference 2019 in Bucharest, followed by 41 interviews, 28 of which with cluster managers and 8 with regional policymakers, and 5 with other stakeholders.
