These shortages appear to occur at the same time that relatively high rates of capacity underutilization in manufacturing industries are observed. This paper develops a simple model which explains the existence of excess capacity when there are quantitative restrictions on key inputs. This model is tested using data for manufacturing industries in India, and the results indicate that shortages in domestic rather than imported inputs imposed binding constraints on capacity utilization rates.

Theoretical contributions reviewed focus on “second-best “ arguments for capital market restrictions, as well as arguments based on multiple equilibria. The empirical literature suggests that controls have been “effective “ in the narrow sense of influencing yield differentials. But there is little evidence that controls have helped governments meet policy objectives, with the exception of reducing the governments’ debt-service costs, and no evidence that controls have enhanced economic welfare in a manner suggested by theory.

The paper develops a simple theoretical framework to discuss these issues and the continent’s experience with foreign technical assistance in supplementing the low level of domestic human capital.

Book excerpt: The centrally planned economies (CPEs) of the Soviet Union and Eastern Europe have experienced severe imbalances in domestic and external markets over the past several decades. As a result, they have been chronically afflicted by problems such as excess demand, repressed inflation, deficits of commodities, queues, waiting lists, and forced savings. Economists have responded to these phenomena by developing appropriate theoretical and empirical models of CPEs. Of particular note have been the pioneering studies of Richard Portes on disequilibrium econometric models and Janos Kornai on the shortage economy. Each approach has attracted followers who have produced numerous, innovative macro- and microeconomic models of Poland, Czechoslovakia, the German Democratic Republic, Hungary, and the USSR. These models have proved to be of considerable value in the analysis of the causes, consequences and remedies of disequilibrium phenomena. Inevitably, the new research has also generated controversies both between and within the schools of shortage and disequilibrium modelling, concerning the fundamental nature of the socialist economy, theoretical concepts and definitions, the specification of models, estimation techniques, interpretation of empirical findings, and policy recommend ations. Furthermore, the research effort has been energetic but incomplete, so many gaps exist in the field.

Available in PDF, EPUB and Kindle. Book excerpt: There is increasing public, media and policy interest in the concepts of carbon footprints and the emissions associated with international trade. Many wonder if our growing consumption of imported products offsets our gains in climate policy. A variety of publications suggest that emission reductions in rich countries are offset by increased imports; i.e. our national carbon footprint is growing while our territorial emissions are getting smaller. Some refute this claim stating that the methods and data are unreliable, while others acknowledge the issue but argue it is not important for climate policy. This report aims to dispel some myths about carbon footprints and trade-adjusted emission inventories. A review of studies finds large variations between studies of the Nordic countries, but closer inspection shows that many of the variations are due to inconsistent definitions and non-comparable methods. Calculations using a consistent global model provide updated estimates for the Nordic countries in 1997, 2001, and 2004. A general observation for the Nordic countries is that the overall carbon footprint is larger than territorial based emissions, and that the difference is increasing. Further we also observe an increase in the total carbon footprint from 2001 to 2004. This stresses the need for policy makers to track the cause-effect chains between consumption and production to understand and mitigate potential carbon leakage. The study was carried out by researchers from CICERO and MiSA and was financed by the Nordic Council of Ministers.
