In the third section, the focus shifts towards structural conditions; the conditions that public administration has to meet in order to maintain its effectiveness and its legitimacy in the information age. Similar issues arise for disruptions to complex linked natural and social systems (from changing climates, evolving urban environments, etc.). This book explores new approaches to the resilience of sociotechnological and natural-social systems in a digital world of big data, extraordinary computing capacity, and rapidly developing methods of Artificial Intelligence. Most of the book’s papers were presented at the Workshop on Big Data and Systems Analysis held at the International Institute for Applied Systems Analysis in Laxenburg, Austria in February, 2020. Their authors are associated with the Task Group “Advanced mathematical tools for data-driven applied systems analysis” created and sponsored by CODATA in November, 2018. The world-wide COVID-19 pandemic illustrates the vulnerability of our healthcare systems, supply chains, and social infrastructure, and confronts our notions of what makes a system resilient. We have found that use of AI tools can lead to problems when unexpected events occur. On the other hand, the vast amounts of data available from sensors, satellite images, social media, etc. can also be used to make modern systems more resilient. Papers in the book explore disruptions of complex networks and algorithms that minimize departure from a previous state after a disruption; introduce a multigrammatical framework for the technological and resource bases of today’s large-scale industrial systems and the transformations resulting from disruptive events; and explain how robotics can enhance pre-emptive measures or post-disaster responses to increase resiliency. Other papers explore current directions in data processing and handling and principles of FAIRness in data; how the availability of large amounts of data can aid in the development of resilient STSs and challenges to overcome in doing so. The book also addresses interactions between humans and built environments, focusing on how AI can inform today’s smart and connected buildings and make them resilient, and how AI tools can increase resilience to misinformation and its dissemination.

From STI policies that enabled catch-up growth, these countries have evolved towards policies that are more aligned with sustainable development through integrating social, economic and environmental dimensions into their STI policies. The forthcoming Fourth Industrial Revolution is also reshaping STI policies in these countries as governments prepare to support the development of frontier technologies such as artificial intelligence, as well as respond to the impacts of these technologies on their societies and economies. Governments are also evolving themselves as the public sector opens up to integrating innovations from civil society and the private sector and further strengthen the innovation capacity of the public sector to improve policy making processes and deliver services to their constituents. All three themes are explored in this book in separate chapters, through a comparative analysis of the STI policies of China, Japan, Republic of Korea and Singapore. Book excerpt: This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration (Tilburg/Rotterdam, Kassel, Irvine, Nottingham/Glasgow). Since the fifties, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisial and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration.
