Book excerpt: After reviewing the new National Military Strategy, the security environment (post cold war), and the modernization vision of jointly deploying to contingencies and maintaining land force dominance, the panel looked at three time frames from which to base its recommendations (1980s, Now, and the Future). Five recommendations were made and will be reviewed in turn, (1) technology upgrades, (2)digitization, (3) simulation, (4) acquisition system, and (5) resources. The Army acquisition strategies for the 1990s are evolving to a future set where technology upgrades will be the option for continued land force dominance as opposed to the new starts of the 1980s. Digitization will be the key strategy to total synchronization of the battlefield by control of the battle space, the tempo, and the environment. New processes and controls such as a two step acquisition process are available from the best commercial practices of industry. They should be applied to modernization through technology upgrades to carry out the vision of land force dominance. Metrics and standards will supplant competition as the control mechanism for costs, risk, performance, and schedule. The Army needs to settle in to a sole source environment within a stable of qualified vendors. Properly controlled, this will assure a vendor base and avoid the no longer affordable cost of competition's sake. The move to the future will not be business as usual. The recommendations of this study call for cultural change. The Army is off to a great start and now needs to shift gears to accelerate this new way of doing business into the mainstream of acquisition.

Book excerpt: The internationalization of research and technology is one key component of the globalization of trade and business, with potentially major impacts on patterns of economic development and public policies worldwide. Although certain aspects of this internationalization trend are well documented, and some effects can be quantified, the overall processes are extremely complex and the outcomes are highly uncertain. The existence of the phenomenon is generally accepted, but its importance and the trends are currently the topic of a lively debate. This study on "New Ways in Drug Development in Pharmaceuticals" is part of a three year project which aims at investigating how new concepts of industrial knowledge creation are implemented in the different environ ments of the innovation systems of the United States and Germany. The main focus of the overall project is a series of case studies of innovation practice in different national and sectoral contexts. The following sectors and technological fields are investigated: pharmaceuticals and new ways in drug development by the Fraunhofer Institute for Systems and Innovation Research (ISI), advanced materials by the University Hohenheim, Insti tute of International Management and Innovation (Alexander Gerybadze), financial services and home banking by the Massachusetts Institute of Tech nology (MIT), Center for Industrial Performance (Richard Lester) and the Sloan School of Management (Edward Roberts). Financially the project was supported by the German-American Academic Council, the German Federal Minstry of Education, Science Research and Technology and the Fraunhofer Society.

We apply this theory to identify the effects of prohibiting start-up acquisitions. We differentiate between killer acquisitions (when the incumbent does not commercialize the acquired start-up's technology) and acquisitions with commercialization. A restrictive acquisition policy reduces the variety of research approaches pursued by the firms and thereby the probability of discovering innovations. Furthermore, it leads to strategic duplication of the entrant's innovation by the incumbent. These negative innovation effects of restrictive acquisition policy have to be weighed against the pro-competitive effects of preserving potential competition
