Book excerpt: Recent advances in the disciplines of computer science (e.g., quantum theory, artificial intelligence), biotechnology and nanotechnology have deeply modified the structures of knowledge from which military capabilities are likely to develop. This book discusses the implications of disruptive technologies for the defence innovation ecosystem. Two complementary dimensions of the defence innovation ecosystem are highlighted: the industrial and intra-organizational. On the industrial scale, there is a shift in the ecology of knowledge underpinning the defence industrial and technological base (DITB). At the intra-organizational level, it is the actors’ practices that change and, through them, their skills and the processes by which they are acquired and transferred. In this context, the sources and legitimacy of innovation are being transformed, in turn requiring sometimes radical adaptations on the part of the various actors, including companies, military services, research communities and governmental agencies, which make up the defence innovation ecosystem.

Book excerpt: Recent rough estimates are that the U.S. Department of Defense (DoD) spends at least $38 billion a year on the research, development, testing, and evaluation of new defense systems; approximately 40 percent of that cost-at least $16 billion-is spent on software development and testing. There is widespread understanding within DoD that the effectiveness of software-intensive defense systems is often hampered by low-quality software as well as increased costs and late delivery of software components. Given the costs involved, even relatively incremental improvements to the software development process for defense systems could represent a large savings in funds. And given the importance of producing defense software that will carry out its intended function, relatively small improvements to the quality of defense software systems would be extremely important to identify. DoD software engineers and test and evaluation officials may not be fully aware of a range of available techniques, because of both the recent development of these techniques and their origination from an orientation somewhat removed from software engineering, i.e., from a statistical perspective. The panel's charge therefore was to convene a workshop to identify statistical software engineering techniques that could have applicability to DoD systems in development.

Book excerpt: Though still adjusting to the end of the Cold War, the defense industry is now confronted with the prospect of military transformation. Since the terrorist attacks on 11 September 2001, many firms have seen business improve in response to the subsequent large increase in the defense budget. But in the longer run, the defense sector's military customers intend to reinvent themselves for a future that may require the acquisition of unfamiliar weapons and support systems. Joint and service visions of the military after next raise serious questions that require the attention of the Defense Department's civilian and uniformed leadership and industry executives alike: What are the defense industrial implications of military transformation? Will military transformation lead to major changes in the composition of the defense industrial base? This study employs network-centric warfare, a Navy transformation vision that is being adopted increasingly in the joint world as a vehicle for exploring the defense industrial implications of military transformation. We focus on three defense industrial sectors: shipbuilding, unmanned vehicles, and systems integration. The transformation to NCW will require both sustaining and disruptive innovation—that is, innovation that improves performance measured by existing standards and innovation that defines new quality metrics for defense systems. The dominant type of innovation needed to support transformation varies across industrial sectors; some sectors face more sustaining than disruptive innovation, while some sectors will need more disruptive than sustaining innovation as they supply systems for the “Navy after Next.” Military transformation does not entail wholesale defense industrial transformation. In the systems integrations sector, much of the innovation required to effect networkcentric warfare is likely to be sustaining rather than disruptive. In the parts of the defense industrial base that build platforms, on the other hand, the standards by which proposals are evaluated for the Navy after Next will be somewhat different than the standards used in the past. As a result, transformation could significantly change the industrial landscape of shipbuilding. The unmanned-vehicle sector falls somewhere in between; because unmanned vehicles have not been acquired in quantity in the past, their performance metrics are not well established. Existing suppliers of unmanned vehicles will have a role in the future industry, but some innovative concepts and technologies may come from nontraditional suppliers, such as start-up firms. The U.S. Navy bears the responsibility of transforming itself. Internally, it must find ways to deconflict the needs of the current Navy and the “Next Navy” from the needs of the Navy after Next if industry is to support its long-term transformation requirements. Externally, pervasive organizational and political obstacles to transformation require that the Navy carefully manage its relationships with Congress and industry. Recognition that military transformation need not drive existing defense firms out of business will facilitate that task.

Book excerpt: The Defense Science Board (DSB) Task Force on Tactics and Technology for 21st Century Military Superiority was formed by the Office of the Secretary of Defense to explore new concepts for making a relatively small and rapidly deployable force capable for accomplishing missions that would otherwise require a large, massed force. As part of the concept development phase of the study, the DSB identified two different means of achieving a capable small dispersed force. The first concept represents an evolutionary change from current small forces, such as the division ready brigade (DRB) of the 82nd Airborne. Here the force is envisioned to remain a small, mostly self-contained unit such as a DRB, but it is given the mission and capability of a larger unit such as a division. This may be accomplished by augmenting many of a DRB's current components with advanced RSTA, C2, and weapon systems, much as envisioned in the Rapid Force Projection Initiative (RFPI) and the U.S. Army's Force XXI concept. The DSB builds on these concepts by emphasizing joint nonorganic or 'external' RSTA and fire support system technologies. The second DSB concept is more revolutionary, removing the notion of an area control by ground forces almost entirely. Here, long-range fires are called by small, virtually independent dismounted teams moving around the region. This concept is close to that espoused in the USMC Sea Dragon proposal. The DSB concept builds on Sea Dragon by extending it to include a larger range of external RSTA and weapons and possibly giving it a more substantial level of team mobility. While our simulation effort focuses on the first concept, the two have many aspects in common, and some merging of ideas is expected.
