Book excerpt: The recent resurgence of growth studies has indicated technological activities and knowledge spillovers as one of the most important factors in determining the performance of the economic systems. However, only few empirical studies have tried to analyse the flows of technology across regional economies due to the lack of adequate indicators. In this paper we propose new evidence on the characteristics of knowledge spillovers across the European regions based on a database on patents citations developed at the NBER. The data refers to patents granted by the US patent office to European firms over the period 1978-1997. First, we have assigned each patent to 147 European regions according to the place of residence of the first inventor. Then, we have examined in- and out-flows of patent citations as proxy of knowledge spillovers. In order to asses both the spatial and network characteristics of these flows we have tried to combine methodological instruments developed within the Social Network Analysis and the Geographical Information Systems. Our analysis shows the huge differences that exist among high tech and traditional sectors in the complexity of technological networks and in the geographical distribution of knowledge flows.

Book excerpt: We study the cross-sector allocation of R&D resources in a multisector growth model with an innovation network, where one sector's past innovations may benefit other sectors' future innovations. Theoretically, we solve for the optimal path of R&D resource allocation. We show a planner valuing long-term growth should allocate more R&D toward upstream sectors in the innovation network, but the incentive is muted in open economies that rely on foreign knowledge spillovers. We derive sufficient statistics for evaluating the welfare cost of R&D misallocation. Empirically, we build the global innovation network based on patent citations and establish its empirical importance for knowledge spillovers. We evaluate R&D allocative efficiency across countries using model-based sufficient statistics. Japan has the highest allocative efficiency among the advanced economies. For the U.S., reducing R&D misallocation down to Japan's level could generate more than 28% welfare gains.

Book excerpt: In Economics, networks are increasingly used to describe the many links created between independent companies, as well as between them and other institutions (universities, banks, venture capital, etc.). In the current global and knowledge-based economy, they can be characterised as knowledge factories and knowledge boosters. They feed the internal processes of innovation (collaborative innovation) or the external processes of innovation, created by the propagation effects that come from inter-firm collaboration. The book explains how innovation networks are at the origin of the production of new knowledge that will be transformed and used in common as well as in separated production processes. This characteristic of networks as knowledge factories gives incentives to further investment in the production of knowledge and ensures the cumulativeness of the innovation process. Some of the authors clearly take a territorial point of view and study how clusters (in different parts of the world: Europe, Eastern Asia and North America) propelled by the quality of the innovation networks they enclose, can be characterised as knowledge pools into which the local actors will be able to draw to reinforce their individual and collective competitiveness. This book also includes analyses of the quality of the networks built within clusters, which may help their identification.

First, we provide closed-form sufficient statistics for the optimal path of R&D resource allocation, and we show that planners valuing long-term growth should allocate more R&D toward key sectors that are upstream in the innovation network. Second, we extend to an open-economy setting and illustrate an incentive for countries to free-ride on fundamental technologies: an economy more reliant on foreign knowledge spillovers has less incentive to direct resources toward innovation-upstream sectors, leading to cross-country differences in unilaterally optimal R&D allocations across sectors. Third, we build the global innovation network based on over 30 million global patents and establish its empirical importance for knowledge spillovers. Fourth, we apply the model to evaluate R&D allocations across countries and time. Adopting optimal R&D allocations can generate substantial welfare improvements across the globe. For the United States, R&D misallocation accounts for about 0.68 percentage points of missing annual growth since the 2000s.

To address this question, we analyze the effects of tacit knowledge spillovers from Nokia in the context of a quasi-natural experiment in Finland, the closure of Nokia’s mobile device division in 2014 and the massive labor movement it implied. We apply a two-stage difference-in-differences approach with heterogeneous treatment to estimate the causal effects of hiring former Nokia employees. Our results provide new evidence supporting the positive causal role of former Nokia workers on firm performance. The evidence of the positive spillovers on firms is particularly strong in terms of employment and value added.

Using methods from network science to build indicators of knowledge relatedness, we explore the question: how does the success of entrepreneurial activities depend on the experience of a team? We measure the industry-, occupation-, and location-specific knowledge carried by workers from one establishment to the next, using a dataset summarizing the individual work history for an entire country. Our results show that hiring workers with industry-specific knowledge produces the largest and most significant boost in the survival and growth of new firms. This is particularly important for pioneer firms, which are firms operating in an industry that was not present in their region. Pioneers are of particular importance because the success of pioneers is the basic unit of regional economic diversification.
