Book excerpt: In diverse regions around the country, impending crises over dwindling natural resources and conflicts over land use have given birth to a new approach to environmental management and policymaking. Known as bioregional assessment, the approach gives science and scientists a crucial role in the policymaking process, bringing together experts on a range of issues to assess existing ecological and social conditions and to provide a base of knowledge from which to develop policy options and management decisions. A number of high-profile assessments have been conducted, and while much has been written on individual projects, little has been done to compare assessments or integrate the lessons they provide. Bioregional Assessments synthesizes the knowledge from many regions by examining the assessment process and detailing a series of case studies from around the country. Each case study, written by knowledgeable leaders from the region, features a detailed description of the project followed by reviews from the perspectives of science, management, and policy. Case studies examined are the Forest Ecosystem Management Assess ment Team (FEMAT) Assessment; the Great Lakes-St. Lawrence River Basin Assessments; the Everglades-South Florida Assessments; the Northern Forest Lands Assessments; Southern California Natural Community Conservation Planning (NCCP); the Interior Columbia Basin Ecosystem Management Project; and the Sierra Nevada Ecosystem Project. In addition, the book features introductory chapters that examine the challenges inherent in the assessment of complex regional systems, and the role of science in the assessment process. The concluding chapter provides a synthesis and analysis of the assessment process. Bioregional assessments are quickly becoming an essential part of ecosystem management. This book provides a unique look at the theory and practice of bioregional assessments, and is an essential volume for resource managers, scientists, policymakers, and anyone involved with formulating or implementing strategies for regional planning and ecosystem management.

Available in PDF, EPUB and Kindle. Book excerpt: Significant resources are invested in the restoration of degraded Coastal Sage Scrub in Southern California to meet conservation goals. Thus, understanding the resilience of these systems is of great importance given their high value intersection with human settlements. The presence of invasive annual species has been suggested to add complexity to ecological restoration efforts by inhibiting the growth of native species, changing fire regimes, and altering water balance. To further understand these ideas, I utilized a long-term experiment testing the effectiveness of "passive" restoration, the removal of non-native species without expensive site preparation or resource-intensive active planting / seeding of native species, which means that the approach could be designed to have widespread positive effects at potentially minimal costs. I found that passive restoration was successful at meeting restoration goals of increasing native shrub cover. Two ecological mechanisms---the establishment of new individuals on the landscape versus the expansion of plant size of existing shrubs---were likely responsible for the variation in patterns of recovery for localities with different initial native shrub cover. These patterns give insight into how to affect change in communities through management intervention. Better formulating a conceptual model of the contemporary dynamics of Coastal Sage Scrub informs decisions on expending limited resources to different intensities of restoration across a complex landscape to maximally impact conservation.

Over 30 years ago, public and private partners in California pioneered the concept of inter-governmental habitat conservation planning in an attempt to balance the competing demands of developing desirable land and the need to provide sufficient habitat to protect species at risk. The evolution of this early innovation in governance provides valuable insights for the many ensuing and emerging federal and state initiatives seeking to promote landscape-level inter-agency planning. This report, prepared by the University of California, Irvine Law Center for Land, Environment, and Natural Resources (CLEANR), explores the key challenges of promoting effective and comprehensive conservation governance through the experience of area-wide, multi-agency habitat conservation plans, with a particular focus in California. Based on interviews with seasoned practitioners and intensive collaborative dialogues co-convened with the Center for Collaboration in Governance as part of CLEANR's innovative Workshop Roundtable series, the report identifies the tradeoffs between plan scale, depth, duration, cost, certainty, and efficacy. However, close attention to these underlying tradeoffs -- along with recognition of when appropriate conditions exist and careful institutional design choices -- can maximize the likelihood of effective, multi-jurisdictional, large-scale, and adaptive conservation planning.
