Book excerpt: In The Capacity to Innovate, Sarah Giest provides insight into the collaborative and absorptive capacities needed to provide public support to local innovation through cluster organizations. The book offers a detailed view of the vertical, multi-level, and horizontal dynamics in clusters and cluster policy and addresses how they are managed and supported. Using the biotechnology field as an example, Giest highlights challenges in the collaborative efforts of public bodies, private companies, and research institutes to establish a successful ecosystem of innovation in this sector. The book argues that cluster policy in collaboration with cluster organizations should focus on absorptive and collaborative capacity elements missing in the cluster context in order to improve performance. Currently, governments operate at different levels – from the local to the supranational – in order to support clusters, and cluster policies are often pursued alongside other programs, leading to uncoordinated efforts and ineffective cluster strategies. The Capacity to Innovate advocates for a coordinated effort by government and cluster organizations to support capacity elements lacking within the specific cluster context.

Book excerpt: How Nations Innovate compares how affluent capitalist economies differ in their patterns of technological innovation. Building on the 'varieties of capitalism' literature, this book goes beyond the traditional focus on 'radical versus incremental innovation' in existing scholarship, and takes the comparison of capitalism to an entirely new set of questions around technological innovation. For example, which type of capitalism engages in job-threatening innovation? Whose innovation widens income inequality? Whose innovation raises productivity? Which type of capitalism has more effective financial markets for innovation? Whose innovators emphasize 'control' rather than 'flexibility' during innovation? By addressing these questions, the author demonstrates that the way nations innovate often has deep, and sometimes counter-intuitive, implications for how they compare in many areas of socio-economic performance. For example, although venture capital is most active in Anglo-Saxon economies, it seems that venture-capital performance in stimulating innovation is also poorest in precisely these countries. On the issue of employment, the author argues that, whilst technological innovation in Anglo-Saxon economies creates jobs, innovation in European economies destroys jobs. Nations also differ in the nature of income inequality driven by innovation. While innovation pushes top earners further ahead of median earners in Anglo-Saxon economies, it drags bottom earners further behind the median in European economies. Finally, varieties of capitalism also differ in their ability to cope with the volatilities of innovation. While Anglo-Saxon economies face a trade-off between low volatility and high innovation output, these two goals seem jointly achievable in European economies.

Book excerpt: This report scrutinises the Government's performance in supporting firms developing new products for the £3.4 trillion international low carbon good and environmental services sector - following up on a National Audit Office report that had been critical of the Department for Energy and Climate Change's (DECC) record in 2010. There has not been enough progress since then and the resources allocated by the Government to support companies do not match its level of policy ambition in this area. The Low Carbon Innovation Co-ordination Group (LCICG) Secretariat in DECC, for instance, is poorly resourced leaving the low carbon innovation sector without sufficient support necessary to bridge the so-called 'valley of death' and bring innovative new products to market. DECC has admitted that this lack of staff resource also prevents it from engaging fully on European issues that are of direct relevance to UK innovators. At a global level DECC and the LCICG could do more to help UK innovators benefit more from their intellectual property internationally, to help to build greater confidence for potential investors to support innovation in low carbon technologies. The Government is also not doing enough to influence the EU on product standards which can make or break the market for UK innovation exports.
