Book excerpt: A partir de las teorías de Schumpeter, los economistas han argumentado que invertir en tecnología e innovación se traduce en un gran aumento de la productividad. Sin embargo, como lo muestra La paradoja de la innovación, las empresas y los gobiernos de los países en vías de desarrollo invierten muy poco para alcanzar este potencial, lo que a su vez causa que disminuya la ayuda internacional. Con base en datos actualizados y su análisis, Cirera y Maloney arrojan luces sobre la clave de esta paradoja de la innovación que parte de la carencia de factores complementarios de capital humano y capital físico, en particular la capacidad administrativa que se requiere para obtener retornos de la inversión en innovación. Así, estos países necesitan repensar sus políticas para alejarse de las iniciativas centradas en la investigación y el desarrollo, que es probable que fracasen debido a la falta de socios pares en el sector privado, y más bien inclinarse hacia el fortalecimiento de las capacidades de las empresas y alinearse con un concepto más general del sistema nacional de innovación, que incorpora un abanico más amplio de fallas sistémicas y de mercado. A lo largo de estas páginas, los autores le ofrecen al lector un derrotero para navegar los dilemas de las políticas de innovación: a medida que aumenta la necesidad de compensar las fallas adicionales, se debilita la capacidad de los gobiernos para formular e implementar el conjunto de políticas. La paradoja de la innovación es el primer título del Proyecto de Productividad del Banco Mundial, que tiene como objetivo llevar el pensamiento de vanguardia sobre la medición y los determinantes de la productividad —basado en el contexto de los países en desarrollo— a los responsables de diseñar políticas en estos países.
