Book excerpt: This study describes the inner design of military forces in a German democracy-Innere Fuehrung-in the face of new challenges. "Transformation" and its various manifestations, including EBAO and NCW/NCO are contrasted with Innere Fuehrung. Differences of contemporary NATO, U.S., and German concepts are discussed and possible connection points for Innere Fuehrung are highlighted. Some of the approaches examined are dominated by the extensive use of technology. The analysis is focused on a possible contradiction between technology and Innere Fuehrung as an enabler of successful interagency cooperation. The study concludes that Innere Fuehrung is a guiding principle based on the application of the German constitution, the Basic Law, to the reality of soldierly service. In contrast to Transformation or RMA, Innere Fuehrung emphasizes the human being as a citizen rather than technology as tools of war. Innere Fuehrung constitutes the heart of the Bundeswehr's institutional culture and remains applicable in the present. Citizens in uniform at home in the pluralism of state and society are best able to adapt to the security and defense challenges of the present-in contrast to an exclusive military caste or an outsourced mercenary horde.

Book excerpt: In recent years the great powers of the West—primarily the US and UK—have most often been relegated to fighting “small wars,” rather than the great confrontational battles for which they once prepared. It has been a difficult process, with some conflicts increasingly being seen as unwinnable, or at least not worth the effort in treasure and blood, even as the geopolitical structure of the world appears to slip. It is thus worth paying heed now, to the experiences of another power which once encountered the same problems. This work examines the German analysis to the problem, covering their experiences from the Napoleonic era to the Third Reich. Though the latter regime, the most despicable in history, needed to be destroyed by US/UK conventional force, as well as that of the Soviets, the German military meantime provided analysis to the question of grassroots—as opposed to great-power—warfare. This work is built around the historical analysis titled Kleinkrieg, provided to the German High Command by Arthur Earhardt in 1935 (republished in 1942 and 1943) which examined insurgencies from French-occupied Spain to recurrent problems in the Balkans. It also calls upon the Bandenbekampfung (Fighting the Guerilla Bands) document provided to Germany’s OKW in 1944. In both, conditions that were specific to broader military operations were separated from circumstances in occupation campaigns, and new background in the German experience in suppressing rebellion in World War II is presented. Edited and annotated, along with new analysis, by Charles D. Melson, former Chief Historian for the U.S. Marine Corps, Kleinkrieg expands our knowledge of the Western experience in coping with insurgencies. Less known is "SD," and hardly anyone recognizes the combination "Sipo and SD." Although Sipo and SD formed the heart of the National Socialist police state, the phrase carries none of the ominous impact that it should. Although no single organization carries full responsibility for the evils of the Third Reich, the SS-police system was the executor of terrorism and "population policy" in the same way the military carried out the Reich's imperialistic aggression. Within the police state, even the concentration camps could not rival the impact of Sipo and SD. It was the source not only of the "desk murderers" who administered terror and genocide by assigning victims to the camps, but also of the police executives for identification and arrest, and of the command and staff for a major instrument of execution, the Einsatzgruppen. Foundations of the Nazi Police State offers the narrative and analysis of the external struggle that created Sipo and SD. Book excerpt: This thesis covers the development of the German Parliamentary Commissioner of the armed forces, the Wehrbeauftragten des Deutschen Bundestages, who has by law the obligation to oversee the military. The Commissioner is entitled to ensure the army's compliance with Innere Führung, which is first the concept of the citizen soldier and a military that is fully integrated into a liberal democracy and pluralistic society. Examining literature from the Commissioner's development until 2005 and assessing the Commissioner's work thereafter, this thesis concludes that the Commissioner has lost focus on issues of Innere Führung, instead becoming an advocate of soldiers' needs and interests and, recently, even a conventional military lobbyist that demands a greater military budget and more equipment (i.e., for more military strength and readiness). On the one hand, this shift is a result of ineffective means and instruments to assess the state and the essence of Innere Führung. On the other hand, it is an expression of a broader societal and political neglect of democratic and liberal values, which are taken for granted, as well as a lack of historical awareness regarding the dangers and risks of radical political tendencies and militarism.
