Book excerpt: This report documents the heritage of instrument concepts under consideration for the Inner Magnetosphere Imager (IMI) mission. The proposed IMI will obtain the first simultaneous images of the component regions of the inner magnetosphere and will enable scientists to relate these global images to internal and external influences as well as local observations. To obtain simultaneous images of component regions of the inner magnetosphere, measurements will be made of: (1) the ring current and inner plasma sheet using energetic neutral atoms; (2) the plasmasphere using extreme ultraviolet; (3) the electron and proton auroras using far ultraviolet and x rays; and (4) the geocorona using FUV. Solar system plasmas are highly structured and dynamic and are characterized by great variability in both space and time. The variations in their spatial distribution and temporal evolution occur on a variety of scales, ranging from kilometers (ion gyroradius) to hundreds of thousands of kilometers (coronal mass ejections) and from microseconds (electron plasma frequency) to years (solar sunspot cycle). Space plasma physicists seeking to understand the complex plasma phenomena that occur at the Sun, in the solar wind, and in the magnetospheres and ionospheres of the Earth and other solar system bodies thus face twin challenges. First, they must distinguish variations that are spatial in nature from those that are temporal. The heavy reliance in past investigations on singlepoint in situ measurements has significantly limited their ability to do this. Second, space physicists must elucidate the interrelationships among micro-, meso-, and macroscale plasma phenomena, relationships that organize the various solar system plasmas into a single heliospheric plasma system embedded in the interstellar medium. Here, too, experimental limitations have constrained the development of a global picture of solar system plasmas. However, new technologies promise a significant advance in our understanding of the interconnectedness of solar system plasmas.

But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.
